The State of Libya
The Great Libyan Arab People's Socialist Republic recognized the independence of the Republic of Azerbaijan on December 30, 1991. Diplomatic relations between Azerbaijan and Libya were established on March 16, 1992.
The Republic of Azerbaijan attaches special importance to the development of relations with Arab countries and to the expansion of cooperation in various fields, including Libya, with which the Republic of Azerbaijan is connected by religious and cultural roots. Libya's constant support of Azerbaijan's position in international and regional organizations and Azerbaijan's support of the efforts made within the framework of international organizations towards the suspension and gradual removal of sanctions imposed on Libya in connection with the Lockerbie issue can be considered a good example of friendly relations between the two countries.
Joint efforts from both countries were taken in the direction of expanding bilateral cooperation.
The Libyan Embassy has been functioning in Baku since April 1995.
By Order No. 862 of the President of the Republic of Azerbaijan dated June 27, 2005, the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to the Arab Republic of Egypt and at the same time, the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Libya. In 2006, the representative office of the Embassy of Azerbaijan in the Arab Republic of Egypt opened in Tripoli.
On September 30, 2009, the AR Milli Majlis adopted the law (N 862-IIIQ) on the establishment of the Embassy of the Republic of Azerbaijan in the Great Libyan Arab Socialist People's Republic (in the city of Tripoli).
On May 5, 2010, Agasalim Samedaga oghlu Shukurov was appointed as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Great Libyan Arab People's Socialist Republic.
On November 20, 2014, by Order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the State of Libya, Agasalim Shukurov, was recalled from his post. Due to the internal situation in Libya, the activity of the Embassy has been suspended in this country..
Mutual visits of the Prime Ministers
- A delegation led by the Chairman of the Cabinet of Ministers of the Libyan Coalition Government, Faiz Mustafa Al-Sarraj, visited Azerbaijan as part of the XVIII Summit of the Non-Aligned Movement held in Baku on October 24-26, 2019.
Mutual visits of the Ministers of Foreign Affairs
- On February 20-21, 2008, the delegation headed by the Minister of Foreign Affairs of the Republic of Azerbaijan Elmar Mammadyarov visited the Libyan Arab Jamahiriya.
Inter-parliamentary relations
The Working Group for Azerbaijani-Libyan Inter-Parliamentary Relations operates in the Milli Majlis of the Republic of Azerbaijan.

There are 10 documents on co-operation between the Republic of Azerbaijan and the State of Libya in various areas.
Economic cooperation
On the 19th of November 2008, a joint commission was established between the Republic of Azerbaijan and the Government of the Great Socialist People’s Libyan Arab Jamahiriya.
