Bilateral diplomatic relations between the Republic of Azerbaijan and the Republic of Romania
Romania recognized the independence of Azerbaijan on 11 December 1991. Diplomatic relations between the two countries were established on 19 June 1992.
The Embassy of the Republic of Azerbaijan in Romania was opened on 19 May 2001. The Embassy of Romania in the Republic of Azerbaijan was opened on 3 November 1998.
On 29 September 2009, the "Joint Declaration on the establishment of strategic partnership between the Republic of Azerbaijan and the Republic of Romania" was signed.
Azerbaijan attaches importance to the development of relations with Romania, and cooperation between the two countries covers political, economic and humanitarian spheres.
Mutual visits of the Heads of the States
- On 17 December 2022, the President of the Republic of Azerbaijan Ilham Aliyev paid a working visit to Romania.
- Romanian President Klaus Iohannis paid an official visit to Azerbaijan on 2-3 February 2023.
Mutual visits of the Ministers of Foreign Affairs
- On 6 November 2023, Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid an official visit to Romania.
- On 25 June 2021, former Minister of Foreign Affairs of Romania Bogdan Aurescu paid a working visit to Azerbaijan within the EU mandate.
Inter-parliamentary relations
The working group on Azerbaijan-Romania inter-parliamentary relations in the Milli Majlis of the Republic of Azerbaijan, headed by Azay Guliyev MP, is comprised of 25 members.
Romanian-Azerbaijani inter-parliamentary friendship group in the Romanian Parliament is comprised of 20 members. The head of the group is the Chairman of the Chamber of Deputies of the Romanian Parliament Alfred-Robert Simonis.
- Speaker of the Milli Majlis Sahiba Gafarova paid an official visit to Romania on 9-11 October 2023.
- Former Chairman of the Chamber of Deputies of the Romanian Parliament Marcel Çolaku paid an official visit to Azerbaijan on 26 – 28 February 2023.
Contractual and legal framework
61 bilateral agreements have been signed between the two countries.
Economic cooperation
Azerbaijan-Romania Joint Commission on intergovernmental trade-economic relations and scientific-technical cooperation has held 8 meetings. The commission’s last meeting was organised on 1 April 2024 in Baku. The commission is co-chaired by Azerbaijan's Minister of Labor and Social Protection of the Population Sahil Babayev, and Romania's Energy Minister Sebastian-Ioan Burduja.
