Bilateral diplomatic relations between the Republic of Azerbaijan and the Republic of Montenegro

 

Azerbaijan recognized the independence of Montenegro on 24 July 2006. The Protocol on the establishment of diplomatic relations between the Republic of Azerbaijan and Montenegro was signed on 24 April 2008.

 

On 24 April 2012, diplomatic mission of Azerbaijan in Montenegro opened. On 5 April 2019, diplomatic mission of Montenegro in Azerbaijan opened. On 3 December 2013, Montenegro opened its honorary consulate in Azerbaijan.

 

Azerbaijan attaches importance to the development of relations with Montenegro, and cooperation between the two countries covers political, economic and humanitarian spheres.

 

Mutual visits of the Heads of the States

- President of the Republic of Azerbaijan Ilham Aliyev paid an official visit to Montenegro on 12-13 March 2013.

- On 14-15 March 2019, President of Montenegro Milo Djukanovic paid a working visit to Azerbaijan to participate in the VII Global Baku Forum.

 

Mutual visits of the Prime Ministers

- Prime Ministers of Montenegro have paid 5 visits to Azerbaijan. The last visit was made by Prime Minister Dritan Abazovic on 5-6 July 2023 to participate in the Ministerial Meeting of the Coordination Bureau of the Non-Aligned Movement.

 

Mutual visits of the Ministers of Foreign Affairs

- Minister of Foreign Affairs of the Republic of Azerbaijan Elmar Mammadyarov paid a visit to Montenegro on 4-5 May 2011.

- Ministers of Foreign Affairs of Montenegro have paid 2 visits to Azerbaijan. The last visit to Azerbaijan was made by the Minister of Foreign Affairs S. Darmanovich on 1-3 November 2017.

 

Inter-parliamentary relations

Azerbaijan-Montenegro inter-parliamentary relations working group in Milli Majlis of the Republic of Azerbaijan is composed of 7 parliamentarians and headed by Iqbal Mammadov MP.

 

On 10 June 2021, an inter-parliamentary friendship group with Azerbaijan was established in the Parliament of Montenegro. The working group comprises 5 members and is chaired by Miodrag Lekic MP.

 

Parliamentary Speaker of Montenegro has paid three visits to Azerbaijan. The last visit (working) was made by Speaker Daniela Durovic in 2023.

 

Contractual and legal framework

20 bilateral agreements have been signed between Azerbaijan and Montenegro.

 

Economic cooperation

The Joint Commission on economic cooperation established between the Governments of the Republic of Azerbaijan and Montenegro has held two meetings so far. The first meeting was held on 5 March 2014 in Podgorica, and the second on 24-25 June 2019 in Baku, respectively. The co-chairman of the Joint Commission from Azerbaijan is Minister of Labor and Social Protection Sahil Babayev. The co-chair from Montenegrin side is Naida Nišić, Minister of Labor and Social Welfare.
