Bilateral diplomatic relations between the Republic of Azerbaijan and the Republic of Türkiye

Türkiye recognized the independence of Azerbaijan on the 9^th of November 1991. Diplomatic relations between the two countries were established on the 14^th of January 1992. Türkiye is the first country to recognize the independence of Azerbaijan. The Embassy of the Republic of Türkiye in the Republic of Azerbaijan was opened in January 1992. The Embassy of the Republic of Azerbaijan in the Republic of Türkiye was opened in August 1992.

Modern Azerbaijan-Türkiye relations based on the philosophy of "one nation, two states" of the National Leader of the Azerbaijani people, Heydar Aliyev, are distinguished by their exclusivity and characterized as a comprehensive strategic alliance. As the first state to recognize Azerbaijan's independence, the Republic of Türkiye has been a top priority of Azerbaijan's foreign policy, and comprehensive development of bilateral relations in all fields.

The visionary policy of National Leader Heydar Aliyev regarding the expansion of Azerbaijan-Türkiye relations was successfully continued by President Ilham Aliyev and entered its brightest period with the signing of the Shusha Declaration on June 15, 2021.

The active political dialogue between the President of the Republic of Azerbaijan Ilham Aliyev and the President of the Republic of Türkiye Recep Tayyip Erdogan based on mutual respect and trust, as well as fraternal relations, acts as the main factor that determines the close cooperation between the two countries in all fields and promotes the serious achievements. There is currently no area in Azerbaijan-Türkiye relations where serious work and achievements are not evident.

The High-Level Strategic Cooperation Council, the inter-MFA political consultations, the joint intergovernmental commission on economic cooperation, the interparliamentary friendship group and other platforms play an important role in the development of Azerbaijan-Türkiye bilateral relations, and regular meetings and high-level mutual visits held within these formats significantly contribute to keeping up the ongoing development dynamics of our relations, which have been elevated to the alliance level.

The giant projects jointly implemented by Azerbaijan and Türkiye, especially in the fields of energy, transport and logistics, such as Baku-Tbilisi-Ceyhan, Southern Gas Corridor, Baku-Tbilisi-Erzurum, Baku-Tbilisi-Kars and TANAP, have not only brought our countries closer together and raised our cooperation to a fundamentally new level, but have also gone beyond the borders of the region and changed its geopolitical landscape, including ensuring global energy security and forming new intercontinental transport connections. Azerbaijan and Türkiye are presently collaborating to develop the Green Energy Corridor and the East-West Trans-Caspian International Transport Corridor (Middle Corridor), aiming to promote the prosperity and development of both countries and the wider region.

Azerbaijan-Türkiye relations, which are experiencing the brightest period of development in their history, are successfully continued within the framework of regional and international organizations. Our countries address the issues related to each other's national interests in the spirit of alliance, demonstrating mutual support and advocating for shared interests, even on international platforms where neither is present.

Mutual visits of the Heads of the States

The visits of the President of the Republic of Azerbaijan Mr. Ilham Aliyev to the Republic of Türkiye:

- On November 30, 2019, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to the city of Edirne, Türkiye, to attend the opening ceremony of TANAP's merger with Europe.

- On November 12, 2021, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Istanbul, Türkiye, to attend the VIII Summit meeting of the TASS.

- On March 10-11, 2022, the President of the Republic of Azerbaijan Mr. Ilham Aliyev made a working visit to Ankara, Türkiye.

- On May 14, 2022, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Rize, Türkiye, to attend the opening ceremony of the Rize-Artvin Airport.

- On August 9, 2022, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Konya, Türkiye, to attend the opening ceremony of the Islamic Solidarity Games.

- On February 25, 2023, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Ankara, Türkiye.

- On March 15-16, 2023, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Ankara, Türkiye, to attend the Extraordinary Summit of the Heads of State of the Organization of Turkic States.

- On April 29, 2023, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to the city of Istanbul, Türkiye, to attend the "TEKNOFEST" aerospace and technology festival.

- On June 3, 2023, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, made a working visit to Ankara, Türkiye, to attend the swearing-in ceremony of President of the Republic of Türkiye.

Inter-parliamentary relations

The Working Group for Azerbaijani-Turkish Inter-Parliamentary Relations operates in the Milli Majlis (Azerbaijani Parliament). The leader of the group is Ahliman Amiraslanov. The group consists of 59 members of the National Assembly.

The Friendship Group for Turkish-Azerbaijani Inter-Parliamentary Relations operates in the Turkish Grand National Assembly. The leader of the group is Shamil Ayrim. The Board of the group consists of 10 people.
