Bilateral diplomatic relations between the Republic of Azerbaijan and the Republic of Türkiye

 

Türkiye recognized the independence of Azerbaijan on the 9th of November 1991. Diplomatic relations between the two countries were established on the 14th of January 1992. Türkiye is the first country to recognize the independence of Azerbaijan. Over the years, relations between the two countries have turned into a strategic alliance. The foundation of Azerbaijani-Turkish cooperation contributes to the further expansion and deepening of relations between the two countries in all areas through the successful activities of the High-Level Strategic Cooperation Council (HPSC), established in Istanbul on the 15th of September 2010.

The Embassy of the Republic of Türkiye in the Republic of Azerbaijan was opened in January 1992. The Embassy of the Republic of Azerbaijan in the Republic of Türkiye was opened in August 1992.

 

  • On 24-25 April 2018, the President of the Republic of Azerbaijan, Ilham Aliyev, paid an official visit to the Republic of Türkiye.
  • On 12 June 2018, the President of the Republic of Azerbaijan, Ilham Aliyev, visited Türkiye to attend the official opening ceremony of TANAP.
  • On the 15th of September 2018, the President of the Republic of Türkiye, Recep Tayyip Erdogan, paid a working visit to our country to participate in the celebrations of the 100th anniversary of the liberation of Baku from the Dashnak-Bolshevik forces.
  • On the 19th of October 2018, the President of the Republic of Azerbaijan, Ilham Aliyev, paid a working visit to Türkiye to attend the opening ceremony of the Star Oil Refinery.
  • On 14-15 October 2019, the President of the Republic of Türkiye, Recep Tayyip Erdogan, visited our country to participate in the 7th Summit of the Cooperation Council of Turkic Speaking States.
  • On the 25th of February 2020, the President of the Republic of Türkiye, Recep Tayyip Erdogan, visited our country to participate in the 8th Meeting of the Azerbaijan-Türkiye High-Level Strategic Cooperation Council.
  • On 9-10 December 2020, the President of the Republic of Türkiye, Recep Tayyip Erdogan, visited our country to participate in a military parade dedicated to the victory in the Great Patriotic War.
  • On 17-18 February 2016, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a working visit to our country.
  • On the 15th of March 2018, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a working visit to our country to participate in the Quartet Meeting of the Foreign Ministers of Azerbaijan, Georgia, Iran and Türkiye.
  • On 5-6 April 2018, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, visited our country to participate in the 18th Summit of the Non-Aligned Movement Foreign Ministers.
  • On the 24th of July 2018, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid an official visit to Azerbaijan.
  • On 29-30 October 2018, the Minister of Foreign Affairs of the Republic of Azerbaijan, Elmar Mammadyarov, paid a working visit to Türkiye to participate in the next trilateral meetings of the Foreign Ministers of Azerbaijan, Türkiye, Georgia and Azerbaijan, Türkiye and Iran.
  • On the 14th of December 2018, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a visit to our country to participate in the 39th Meeting of the Council of Foreign Ministers of the Black Sea Economic Cooperation Organisation.
  • On 5-6 February 2020, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, visited our country to attend the extraordinary meeting of the Foreign Ministers of the Cooperation Council of Turkic Speaking States in Baku.
  • On the 11th of August 2020, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid an official visit to the Republic of Türkiye.
  • On the 6th of October 2020, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a working visit to our country.
  • On the 1st of November 2020, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a working visit to our country.
  • On the 8th of November 2020, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, paid a working visit to our country.
  • On the 10th of December 2020, the Minister of Foreign Affairs of the Republic of Türkiye, Mevlut Chavushoghlu, visited our country to take part in the military parade dedicated to the victory in the Great Patriotic War.
  • On the 23rd of February 2021, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, visited Türkiye to participate in the 5th Trilateral Meeting of the Foreign Ministers of Azerbaijan, Türkiye and Turkmenistan.

 

Inter-parliamentary relations

The Working Group for Azerbaijani-Turkish Inter-Parliamentary Relations operates in the Milli Majlis (Azerbaijani Parliament). The leader of the group is Ahliman Amiraslanov. The group consists of 59 members of the Milli Majlis.

The Friendship Group for Turkish-Azerbaijani Inter-Parliamentary Relations operates in the Turkish Grand National Assembly. The leader of the group is Shamil Ayrim. The Board of the group consists of 10 people.

 

Contractual and legal framework

 

In total, 256 documents were signed between Türkiye and Azerbaijan in various fields.

 

Economic co-operation

 

Azerbaijan's main exports to Türkiye are natural gas, crude oil, cotton, gas oil, plastics, aluminium, methanol (methyl alcohol), coal tar oils, copper, electricity, lubricants, raw hides and tanned leather, lead, jet fuel. . The main import products from Türkiye are machinery, equipment, ferrous metals, clothing, plastics, other chemicals, dry vehicles, pharmaceuticals, aluminium, furniture, fruits and vegetables, baby diapers, sanitary napkins, detergents, baby food, flour , confectionery, paper-cardboard, oilseeds and bars, medicinal and technical plants, shoes, paints, tools made of precious metals.

 

On the 25th of February 2020, the Government of the Republic of Azerbaijan and the Government of the Republic of Türkiye signed the Preferential Trade Agreement (PTA) to promote preferential trade between the two countries. According to the agreement, 15 items of goods (agricultural and processed products) and annual tariff quotas on these goods will be agreed upon by both sides. Import duties on these products have been reduced to 0% within the annual tariff quotas.

Türkiye is one of the largest investors in the Azerbaijani economy. So far, more than 13,000 Turkish companies operating in Azerbaijan have invested about US$ 12.6 billion in our economy.

 

The Joint Intergovernmental Commission on Economic Cooperation between the Republic of Azerbaijan and the Republic of Türkiye was established in 1996. Azerbaijan is co-chaired by Prime Minister Ali Asadov. The Turkish co-chair is Vice President Fuat Oktay.
