Bilateral diplomatic relations between the Republic of Azerbaijan and Turkmenistan
Diplomatic relations between the Republic of Azerbaijan and Turkmenistan were established on the 9th of June 1992.
The Embassy of the Republic of Azerbaijan in Turkmenistan was opened on the 18th of October 2002, and the Embassy of Turkmenistan in the Republic of Azerbaijan was opened on the 18th of October 2002.
During the official visit of the President of Turkmenistan to the Republic of Azerbaijan in 2017, the heads of the two states signed the Declaration on Strategic Partnership between the Republic of Azerbaijan and Turkmenistan.
Azerbaijan and Turkmenistan have also established a multilateral cooperation. Azerbaijan, Türkiye and Turkmenistan cooperate in a trilateral format at the level of foreign ministers. Four meetings have already been held in this format.
The visits of the President of the Republic of Azerbaijan, Ilham Aliyev, to Turkmenistan took place on the following dates: 28-29November 2008; 21-22November 2018; and 11 October 2019.
The visits of the President of Turkmenistan, Gurbanguly Berdimuhamedov, to the Republic of Azerbaijan took place on the following dates: 19-20 May 2008; 18 November 2010; 12 June 2015; 8-9 August 2017; 25-26 October 2019; and 11 March 2020.
On the 31st of January 2018, the Minister of Foreign Affairs of the Republic of Azerbaijan,  Elmar Mammadyarov, paid a visit to Turkmenistan.
On the 21st of January 2021, the Minister of Foreign Affairs of the Republic of Azerbaijan,  Jeyhun Bayramov, paid a visit to Turkmenistan.

Inter-parliamentary relations
There are Azerbaijan-Turkmenistan friendship groups in the Milli Majlis of the Republic of Azerbaijan, and Turkmenistan-Azerbaijan friendship groups in the Parliament of Turkmenistan.

Contractual and legal framework
In total, 108 documents were signed between the Republic of Azerbaijan and Turkmenistan.

Azerbaijan and Turkmenistan cooperate in transport, logistics, agriculture, energy, pharmaceuticals and tourism. The Joint Intergovernmental Commission on Economic and Humanitarian Cooperation has been functioning between the two countries since 2008.
In 2017, Azerbaijan, Turkmenistan, Afghanistan, Georgia and Türkiye signed a Transport and Transit Cooperation Agreement (Lapis Lazuli Route Agreement).
Also, in 2019, the first special meeting between the Foreign Ministers of Azerbaijan, Turkmenistan, Georgia and Romania on the establishment of the international transport route "Black Sea-Caspian Sea" took place and a declaration was adopted.
On the 28th of November 2019, an agreement was signed with Turkmenistan on the construction of the Siyazan-Turkmenbashi fibre-optic cable line under the Caspian Sea on the Azerbaijan-Turkmenistan route.
The Memorandum of Understanding between Azerbaijan and Turkmenistan on joint exploration, development and development of hydrocarbon resources in the Dostlug field in the Caspian Sea, signed on the 21st of January 2021, is the beginning of a new stage in regional energy cooperation.
The Republic of Azerbaijan and Turkmenistan have a Joint Intergovernmental Commission on Economic and Humanitarian Cooperation.
