Bilateral diplomatic relations between the Republic of Azerbaijan and the Republic of Uzbekistan
Diplomatic relations between the Republic of Azerbaijan and the Republic of Uzbekistan were established on October 2, 1995. In August 1996, the Embassy of the Republic of Azerbaijan in the Republic of Uzbekistan, and in July 1998, the Embassy of the Republic of Uzbekistan in the Republic of Azerbaijan began to operate.
Our relationship with the Republic of Uzbekistan is characterized by a comprehensive and strategic partnership, reflecting an enduring alliance.
Historically existing traditional friendly and fraternal relations between Azerbaijan and Uzbek peoples, along with shared moral values, religion, similar culture and language, significantly contribute to the development of comprehensive relations between our states.
Active political dialogue based on mutual respect and trust, alongside the fraternal relations between the President of the Republic of Azerbaijan, Ilham Aliyev, and the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, serves as the primary determinant of the close cooperation between the two countries across various sectors and fosters significant achievements.
Intensive collaboration is now evident across all domains of Azerbaijan-Uzbek relationships, including political, socio-economic, energy, humanitarian, educational, tourist, transportation, and agricultural sectors.
The first foreign contribution for the restoration of our liberated territories, a gift of the Uzbek people to Azerbaijan – the construction of secondary school No.1 named after Mirza Ulugbey in the liberated territory of Fuzuli district from the Armenian occupation – is considered as another symbol of friendship and brotherhood between our peoples.
Azerbaijan and Uzbekistan not only engage in a bilateral format but also collaborate effectively within regional and international organizations, showing mutual support and attentiveness to each other's national interests.
Furthermore, within the framework of the Organization of Turkic States, the collaboration between Azerbaijan and Uzbekistan appears as a commendable model, based on brotherhood and solidarity.
Mutual visits of the Heads of the States
- The President of the Republic of Azerbaijan, Ilham Aliyev, made a state visit to the Republic of Uzbekistan on June 21-22, 2022.
- The President of the Republic of Azerbaijan, Ilham Aliyev, made a business trip to the Republic of Uzbekistan in order to participate in the Summit of the member countries of the Shanghai Cooperation Organization held in Samarkand on September 15-16, 2022.
- The President of the Republic of Azerbaijan Ilham Aliyev made a working visit to the Republic of Uzbekistan to participate in the IX Summit of the Organization of Turkic States held in Samarkand on November 10-11, 2022.
- On November 9, 2023, the President of the Republic of Azerbaijan, Ilham Aliyev, made a working visit to the Republic of Uzbekistan in order to participate in the XVI Summit of the Economic Cooperation Organization.
- The President of the Republic of Azerbaijan, Ilham Aliyev, made a state visit to the Republic of Uzbekistan on August 22-23, 2024.
- The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, made a working visit to the Republic of Azerbaijan to participate in the Baku Summit of the Contact Group of the Non-Aligned Movement held on March 1-2, 2023.
- The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, paid a state visit to the Republic of Azerbaijan on August 22-23, 2023.
- The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, made a working visit to the Republic of Azerbaijan to participate in the Summit of the Heads of State and Government of the UN Special Program for the Economies of Central Asian Countries-SPECA held in Baku on November 24, 2023.
- The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, made a working visit to the Republic of Azerbaijan to participate in the informal Summit of the Heads of State of the Organization of Turkic States held in Shusha on July 5-6, 2024.
- The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, paid a working visit to the Republic of Azerbaijan on November 11-13, 2024.
Mutual visits of the Heads of the Government
The Prime Minister of the Republic of Uzbekistan, Abdulla Aripov, made an official visit to the Republic of Azerbaijan on July 18-19, 2023.
Mutual visits of the Ministers of Foreign Affairs
- Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, made a business trip to the Republic of Uzbekistan to participate in the First Trilateral Meeting of Ministers of Foreign Affairs, Economy and Transport of Azerbaijan, Uzbekistan and Turkey which was held in Tashkent on August 2, 2022.
- The Minister of Foreign Affairs of the Republic of Uzbekistan, Bakhtiyor Saidov, made a business trip to the Republic of Azerbaijan to participate in the ministerial meeting of the Coordination Bureau of the Non-Aligned Movement held in Baku on July 5-6, 2023.
- The Minister of Foreign Affairs of the Republic of Uzbekistan, Bakhtiyor Saidov, made a business trip to the Republic of Azerbaijan to participate in the 27th meeting of the Council of Ministers of the Economic Cooperation Organization, which was held in Shusha on October 10, 2023.
- On April 14-15, 2024, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, made a business trip to the Republic of Uzbekistan to participate in the Second Ministerial Meeting of the Central Asia-Arab Gulf States Strategic Dialogue as an honored guest.
Inter-parliamentary relations
A working group on Azerbaijan-Uzbekistan interparliamentary relations functions in the Milli Majlis of the Republic of Azerbaijan.

Contractual and legal framework
199 documents have been signed. Important documents:
- "Declaration on further development of comprehensive cooperation and partnership relations between the Republic of Azerbaijan and the Republic of Uzbekistan". It was signed on June 18, 1997 in Tashkent.
- "Declaration on further strengthening of strategic partnership between the Republic of Azerbaijan and the Republic of Uzbekistan", signed on March 23, 2004 in Tashkent.
- "Declaration on deepening strategic partnership and expanding comprehensive cooperation between the Republic of Azerbaijan and the Republic of Uzbekistan", signed on June 21, 2022.
- "Agreement on alliance relations between the Republic of Azerbaijan and the Republic of Uzbekistan", signed on August 23, 2024 in Tashkent.
Economic cooperation
A Joint Intergovernmental Commission on Cooperation was established between the two countries according to the "Protocol on the Establishment of a Joint Intergovernmental Commission on Cooperation" which came into effect on June 18, 1997.

In comparison to 2022, the trade turnover with the Republic of Uzbekistan in 2023 experienced a decline of 2.47 percent, with imports decreasing by 3.80 percent, while exports noted an increase of 1.44 percent.
In 2023, the Republic of Uzbekistan accounted for 0.35 percent of the foreign trade turnover of the Republic of Azerbaijan, ranking 32nd. This included a share of 0.76 percent in imports, placing it 20th, and 0.14 percent in exports, which ranked 30th.
