Bilateral diplomatic relations between the Republic of Azerbaijan and the Islamic Republic of Afghanistan

 

Afghanistan recognized the independence of Azerbaijan on December 21, 1991. Diplomatic relations between the two countries were established on November 16, 1994. The Embassy of Afghanistan in Azerbaijan has been operating since November 2012.

 

The credentials of the Ambassador of Afghanistan to Azerbaijan, Amanullah Jayhoon, were accepted by the President of the Republic of Azerbaijan on December 17, 2020By decision of the Milli Majlis of the Republic of Azerbaijan, the Embassy of the Republic of Azerbaijan in the Islamic Republic of Afghanistan was established on December 30, 2020On July 28, 2021, by the Decree of the President of the Republic of Azerbaijan, Ilham Nariman oglu Mammadov was appointed ambassador of the Republic of Azerbaijan to the Islamic Republic of Afghanistan.

 

Mutual visits of the Heads of the States

On May 5-7, 2006, President Hamid Karzai visited Azerbaijan within the framework of the Economic Cooperation Organization Summit.

On October 16, 2012, President Hamid Karzai visited Azerbaijan within the framework of the 12th Summit of the Economic Cooperation Organization.

December 1, 2014 – President Muhammad Ashraf Ghani’s working visit to Azerbaijan;

December 22, 2015 – President Muhammad Ashraf Ghani’s official visit to Azerbaijan;

On March 14-15, 2019, President Muhammad Ashraf Ghani visited Azerbaijan within the framework of the 7th Global Baku Forum.

On October 25-26, 2019, President Mohammad Ashraf Ghani visited Azerbaijan within the framework of the 18th Summit of the Non-Aligned Movement.

 

Mutual visits of the Ministers of Foreign Affairs

On June 19-21, 2006, the Minister of Foreign Affairs of Afghanistan Rangin Dadfar Spanta visited Azerbaijan to participate at the 33rd meeting of foreign ministers of the member countries of the Organization of Islamic Cooperation.

On December 15-17, 2008, Afghan Foreign Minister Rangin Dadfar Spanta visited Azerbaijan.

On October 15, 2012, Afghan Foreign Minister Zalmai Rassoul visited Azerbaijan within the framework of his participation at the 20th meeting of the Council of Foreign Ministers of the Economic Cooperation Organization (ECO).

On May 30, 2013, the Minister of Foreign Affairs of Afghanistan, Zalmai Rassul, visited Azerbaijan to participate at the II World Intercultural Dialogue Forum.

On March 18-19, 2014 Afghan Foreign Minister Zarar Ahmed Osmani paid an official visit to Azerbaijan.

On December 1, 2017, Afghanistan's Minister of Foreign Affairs, Salahuddin Rabbani, visited Azerbaijan as part of a delegation led by Afghanistan's President, M.A. Ghani, to attend the 7th Ministerial Meeting of the "Heart of Asia-Istanbul Process".

On April 5-6, 2018, the Minister of Foreign Affairs of Afghanistan, Salahuddin Rabbani, visited Azerbaijan to attend the interim ministerial conference of foreign ministers within the framework of the Non-Aligned Movement on the topic of "Promoting international peace and security for the sake of sustainable development".

 

Inter-parliamentary relations

There is a Working Group for Azerbaijan-Afghanistan Inter-Parliamentary Relations in the Milli Majlis of the Republic of Azerbaijan. Musa Gasymly leads the group. The Working Group members are Guliyev Eldar, Rafailov Anatoliy and Rzayev Tahir.

At the same time, a friendship group on Afghanistan-Azerbaijan inter-parliamentary relations exists in Afghanistan's National Assembly (also known as Parliament). Atigullah Ramin serves as group chair. The friendship group's members consist of Mohammad Arif Noorzai, Farida Hamidi, Hamiddin Yoldash, Abdulkarim Karimi, Dr. Yarbaz Hameedi, Bismulallah Jan Mohammadi, Ghulam Faruq Majruh, and Mahboba Rahmat.

 

Contractual and legal framework

In total, fifteen documents were signed between the Republic of Azerbaijan and the Islamic Republic of Afghanistan.

The first meeting of the Joint Working Group on economic cooperation between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Afghanistan was held on July 16, 2019 in Baku.

 

The Afghan Ministry of Industry and Trade, the Chamber of Industry and Commerce, and AZPROMO organized an exhibition of Afghan products in Baku on October 11–14, 2019.

 

Diplomatic Representation

By the decision of the Milli Majlis of the Republic of Azerbaijan, the Embassy of the Republic of Azerbaijan in the Islamic Republic of Afghanistan was established on December 30, 2020.

By the Order of the President of the Republic of Azerbaijan, on July 28, 2021, Ilham Nariman oglu Mammadov was appointed Ambassador of Azerbaijan to the Islamic Republic of Afghanistan.
