Bilateral diplomatic relations between the Republic of Azerbaijan and Turkmenistan

 

Diplomatic relations between the Republic of Azerbaijan and Turkmenistan were established on June 9, 1992. On October 18, 2002, the Embassy of the Republic of Azerbaijan in Turkmenistan began to operate. On June 8, 1999, the Embassy of Turkmenistan in the Republic of Azerbaijan began to operate.

 

The relationship between the Republic of Azerbaijan and Turkmenistan is characterized by a strategic partnership. The historical roots of friendship and brotherhood between the Azerbaijani and Turkmen peoples constitute a basis of this partnership.

 

The high-level mutual visits and dialogue carried out in recent years, along with the signed regulatory and legal documents determine the development of our partnership.

 

Mutual visits of the Heads of the States

 

The President of the Republic of Azerbaijan, Ilham Aliyev, made a working trip to Turkmenistan to participate in the 15th Summit of the Economic Cooperation Organization held on November 28, 2021.

On June 29, 2022, the President of the Republic of Azerbaijan, Ilham Aliyev, made a working visit to Turkmenistan in order to participate in the VI Meeting of the Heads of State of the Caspian States.

On December 14, 2022, the President of the Republic of Azerbaijan, Ilham Aliyev, made a working visit to Turkmenistan to participate in the First Trilateral Summit of the Heads of State of the Republic of Azerbaijan, the Republic of Turkey and Turkmenistan.

On March 11, 2020, the President of Turkmenistan, Gurbanguly Berdimuhamedov, made an official visit to the Republic of Azerbaijan.

The President of Turkmenistan, Sardar Berdimuhamedov, made a working trip to the Republic of Azerbaijan to participate in the Summit of the Contact Group of the Non-Aligned Movement on the fight against COVID-19 held in Baku on March 2, 2023.

 

Mutual visits of the Ministers of Foreign Affairs

 

The Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, made an official visit to Turkmenistan on January 21, 2021.

The Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, made a working trip to Turkmenistan to participate in the 15th meeting of the Council of Foreign Ministers of the Economic Cooperation Organization held on November 27, 2021.

 

Inter-parliamentary relations

 

A working group on Azerbaijan-Turkmenistan interparliamentary relations operates in the Milli Majlis of the Republic of Azerbaijan.

On June 9, 2018, the Parliament of Turkmenistan adopted a decision on "Establishment of inter-parliamentary friendship groups with the parliaments of foreign countries", and an inter-parliamentary friendship group has been established between the Parliament of Turkmenistan and the Milli Majlis of the Republic of Azerbaijan.

 

The head of the group: Asyrov Gurbanmirat Durdimiradovich, the chairman of the social policy committee of the Assembly.

Economic cooperation

 

On November 28, 2008, the Agreement on the Azerbaijan-Turkmenistan Intergovernmental Commission on Economic Cooperation was signed between the Government of the Republic of Azerbaijan and the Government of Turkmenistan in Ashgabat and entered into force on March 4, 2009.

The last 7th meeting of the commission was held on November 28, 2023 in the city of Ashgabat.

Compared to the corresponding period of 2022, in January-October 2023, trade turnover with Turkmenistan increased by 88.42 percent, including import by 76.36 percent, and export by 4.72 times.

 

From January to October 2023, Turkmenistan accounted for 1.63 percent of the foreign trade turnover of the Republic of Azerbaijan, ranking 13th. This included a 4.50 percent share in imports, placing it 5th, and 0.25 percent share in exports, which ranked 26th.

 

The primary factor contributing to the rise in imports is an increase in the importation of crude oil, natural gas, liquid fuel, and various other products. The increase in export was mainly due to the increase in the exportation of aluminum wire, rope and cables, cotton fiber, sugar and other products.
