Bilateral diplomatic relations between the Republic of Azerbaijan and the Islamic Republic of Afghanistan

Afghanistan recognized the independence of Azerbaijan on the 21st of December 1991. Diplomatic relations between the two countries were established on the 16th of November 1994. The Embassy of Afghanistan in the Republic of Azerbaijan has been active since November 2012.

On the 1st of December 2017, President Mohammad Ashraf Ghani paid a visit to Azerbaijan to participate in the 7th Ministerial Conference of the Heart of Asia-Istanbul Process (HoA IP).

On the 1st of December 2017, Foreign Minister Salahuddin Rabbani visited Azerbaijan to participate in the 7th Ministerial Conference of the Heart of Asia-Istanbul Process (HoA IP).

On the 5th to the 6th of April 2018, Foreign Minister Salahuddin Rabbani visited Azerbaijan to participate in the Mid-Term Ministerial Conference of the Non-Aligned Movement on Promoting International Peace and Security for Sustainable Development.

Inter-parliamentary relations

The Working Group for Azerbaijan-Afghanistan Inter-Parliamentary Relations operates in the Milli Majlis of the Republic of Azerbaijan. The leader of the group is Musa Gasymly.

At the same time, there is a friendship group on Afghanistan-Azerbaijan inter-parliamentary relations in the National Assembly (also known as the Parliament) of Afghanistan. The group is chaired by Atigullah Ramin.

Contractual and legal framework

In total, fifteen documents were signed between the Republic of Azerbaijan and the Islamic Republic of Afghanistan.

Economic co-operation

The first meeting of the Joint Working Group on Economic Cooperation between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Afghanistan was held on the 16th of July 2019 in Baku.

Note: A joint working group on economic cooperation was established in accordance with the relevant provisions of the Agreement on Economic and Trade Cooperation between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Afghanistan signed on the 1st of December 2017 in Baku.
Given that the Deputy Minister of Economy of the Republic of Azerbaijan, Sahib Mammadov, has been appointed to another position, the post of co-chair of the Working Group from the Azerbaijani side is currently vacant. Mr Abdul Hadi Argandival, the acting Minister of Finance from Afghanistan, is the co-chair of the Working Group on the part of the Afghanistan Government.

Products exported by Azerbaijan: kerosene fuel for jet engines, light distillates, gas oils, butane gas, sugar and sucrose, milk and cream.

Products imported by Azerbaijan: dried apricots, and various plastic products.

Diplomatic representation

By the decision of the Milli Majlis of the Republic of Azerbaijan, the Embassy of the Republic of Azerbaijan in the Islamic Republic of Afghanistan was established on December 30, 2020.

 

By the Order of the President of the Republic of Azerbaijan, on July 28, 2021, Ilham Nariman oglu Mammadov was appointed Ambassador of Azerbaijan to the Islamic Republic of Afghanistan.
