Bilateral diplomatic relations between the Republic of Azerbaijan and the Russian Federation
The Republic of Azerbaijan attaches great importance to its relationship with the Russian Federation and is interested in their expansion and deepening across all areas. At present, Azerbaijan-Russia relations are characterized by a strategic partnership, and the dynamic of multifaceted bilateral cooperation is developing on an upward line.
The Declaration on "Allied İnteraction between the Republic of Azerbaijan and the Russian Federation", signed in Moscow on February 22, 2022, by the President of the Republic of Azerbaijan, Ilham Aliyev, and the President of the Russian Federation, Vladimir Putin, has brought our bilateral relations to a qualitatively new stage and created new opportunities for further expansion of our relations.
Namely, political dialogue, based on strong political will established at the highest level, forms the basis of the close cooperation and significant achievements observed in the trade-economics, investment, energy, transport-logistics, agricultural, humanitarian, cultural, tourism, interregional cooperation, science-education, healthcare, and other areas of our bilateral relations.
In addition to bilateral formats, Azerbaijan and Russia successfully cooperate and show mutual support within the framework of regional and international organizations.
Mutual visits of the Heads of the States
- The President of Azerbaijan, Mr. Ilham Aliyev, made 55 visits to Russia (3 official, 51 working and for the funeral of M. Rostropovich). The last visit (working) took place on October 24, 2024.
- The President of Russia, Mr. Vladimir Putin, visited our country 8 times (1 official, 1 state, 5 working and for the funeral of national leader Heydar Aliyev). V. Putin's last visit (state) took place on August 18-19, 2024.
Mutual visits of the Vice Presidents
- The First Vice-President of the Republic of Azerbaijan, Mrs. Mehriban Aliyeva, made an official visit to the Russian Federation on November 20-23, 2019.
- During the visit, M. Aliyeva held meetings with Russian state officials, including President Vladimir Putin and Prime Minister Dmitry Medvedev, and took part in the official opening ceremony of the 10th anniversary of the Russia-Azerbaijan Interregional Forum.
Mutual visits of the Heads of the Government
- The Prime Minister of the Republic of Azerbaijan, Mr. Ali Asadov, made 3 visits to Russia, the last (working) visit took place on June 8, 2023.
- The Chairman of the Government of the Russian Federation, Mr. Mikhail Mishustin, made 3 visits (working) to Azerbaijan. The last visit (working) took place on November 13, 2024.
Mutual visits of the Ministers of Foreign Affairs
- The Minister of Foreign Affairs of the Republic of Azerbaijan, Mr. Jeyhun Bayramov, made 9 (1 official, 8 working) visits to Russia. The last visit (working) took place on October 6, 2024.
- Russian Foreign Minister Sergey Lavrov made 16 (6 official, 10 working) visits to our country. The last visit (official) took place on February 27-28, 2023.
Inter-parliamentary relations
Since February 2003, the interparliamentary commission on bilateral cooperation between the Milli Majlis of the Republic of Azerbaijan and the Federal Council of the Federal Assembly of the Russian Federation has been operating.
The last (19th) meeting of the commission was held on July 6, 2023 in Moscow. The 20th (anniversary) meeting of the commission was held on December 8, 2023 in Baku.

In addition to the aforementioned commission, an agreement on the establishment of an interparliamentary commission was signed between the Milli Majlis of the Republic of Azerbaijan and the State Duma of the Federal Assembly of the Russian Federation within the framework of the official visit of the Speaker of the Milli Majlis of the Republic of Azerbaijan, S. Gafarova, to Russia on February 12-13, 2023.

A working group on relations with the Russian Duma functions in the Milli Majlis of the Republic of Azerbaijan.
