Bilateral diplomatic relations between the Republic of Azerbaijan and the Russian Federation
Azerbaijan and Russia have strategic partnership relations, and political co-operation between the two countries has significantly increased over recent years. Mutual visits of the heads of the two states have given an important impetus to the development of Azerbaijani-Russian relations. Diplomatic relations were established on the 4th of April 1992. The embassies of the two countries were opened in 1992.
On the 1st of September 2018, the President of the Republic of Azerbaijan, Ilham Aliyev, paid an official visit to the Russian Federation. Working visits of the Azerbaijani President to the Russian Federation were held on the following dates: 20 June 2016; 21 July 2017; 27 December 2017; 14 June 2018; 6 December 2018; 3 October 2019; 20 December 2019; and 11 January 2021.
The President of the Russian Federation, Vladimir Putin, paid working visits to the Republic of Azerbaijan on 8 August 2016 and 27 September 2018.
On the 20th to the 23rd of November 2019, the First Vice-President of the Republic of Azerbaijan, Mrs Mehriban Aliyeva, paid an official visit to the Russian Federation.
On the 5th to the 7th of March 2017, the Minister of Foreign Affairs of the Republic of Azerbaijan, Elmar Mammadyarov, paid an official visit to the Russian Federation.
The Minister of Foreign Affairs of the Republic of Azerbaijan, Elmar Mammadyarov, paid working visits to the Russian Federation on the following dates: 7-8 April 2016; 28 April 2017; 15-16 November 2017; 4-5 December 2017; and 4-5 April 2019.
On the 26th of August 2020, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid an official visit to the Russian Federation.The Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid working visits to the Russian Federation on 9 October 2020 and 1-2 April 2021.
The Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, paid official visits to the Republic of Azerbaijan on 19-20 November 2017 and 2-3 December 2019.
The Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, paid working visits to the Republic of Azerbaijan on the following dates: 6-7 April 2016; 11-12 July 2016; 13-14 December 2018; 21 November 2020; and 10-11 May 2021.
Inter-parliamentary relations
The Azerbaijani-Russian Commission on Inter-Parliamentary Relations has been established and working since February 2003.
At present, the Co-chair of the Azerbaijan-Russia Inter-Parliamentary Commission is Ali Huseynli, Vice Speaker of the Milli Majlis, and the Co-chair of the Russia-Azerbaijan Inter-Parliamentary Commission is Mrs Galina Karelova.
The Working Group for Relations with the Russian Duma is functioning in the Milli Majlis of Azerbaijan. The group is chaired by Nizami Safarov.
There is a parliamentary group on relations with the Milli Majlis of Azerbaijan in the Russian Duma. The head of the group is Dmitry Savelyev.
In recent years, political co-operation between the two countries has significantly intensified. The reciprocal visits of the heads of the two states have given an important impetus to the acceleration of Azerbaijani-Russian relations.
Contractual and legal framework
In total, more than two hundred and thirty-six documents have been signed between the two countries.

Russia is one the main trading partners of Azerbaijan (3rd in total trade turnover and 1st in the non-oil sector).More than forty-five documents were signed between Azerbaijan and Russia in the economic area. Russia is the largest exporter of Azerbaijani non-oil products.
Exports from Azerbaijan to Russia: agricultural products; natural gas; kerosene, chemical products; pipes; alcoholic beverages and mineral waters. Our country is Russia's main trading partner in the import of tomatoes, dates and hazelnuts.
Imports from Russia to Azerbaijan: cigarettes, agricultural and food products; gasoline; steel and iron products, construction materials, wood products; chemical products; medicine; consumer products, car engines; pipes; and domestic animals.
