Bilateral diplomatic relations between the Republic of Azerbaijan and the Islamic Republic of Iran

The Islamic Republic of Iran recognized the independence of the Republic of Azerbaijan on December 25, 1991. Diplomatic relations between the two countries were established on March 12, 1992. The embassies of both countries (the consulate of Iran, opened in Baku in 1969, has been functioning as the Embassy of the Islamic Republic of Iran in the Republic of Azerbaijan since March 1992. The Embassy of the Republic of Azerbaijan in the Islamic Republic of Iran opened in December 1992), Consulate General of the İslamic Republic of Iran in Nakhchivan (since March 1992), and Consulate General of the Republic of Azerbaijan in Tabriz (since October 20, 2004) are functioning.

The Republic of Azerbaijan attaches importance to the development of relations with the Islamic Republic of Iran, grounded in principles of good neighbourliness, equality, and mutual respect and benefit, supported by a robust political will from both sides. The historical and cultural ties between the two peoples serve as a foundation for the expansion of cooperation between the two countries across all sectors, and today our bilateral relations are developing in trade, economics, energy, energetics, transport logistics, agriculture, humanitarian aid, and other areas.

Cooperation between Azerbaijan and Iran continues within the framework of regional and international organizations, including the Organization of Islamic Cooperation, the Economic Cooperation Organization, and the Non-Aligned Movement.

Furthermore, the collaboration between Azerbaijan and Iran extends to various collaborative frameworks, including the Azerbaijan-Iran-Russia, Azerbaijan-Iran-Turkey, Azerbaijan-Iran-Georgia-Turkey, and the 3+3 regional consultation mechanism.

Mutual visits of the Heads of the States

- On November 28, 2021, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, held a meeting with the President of the Islamic Republic of Iran, Mr. Seyyed Ibrahim Raisi, within the XV Summit of the Economic Cooperation Organization held in Ashgabat, Turkmenistan.

- On June 29, 2022, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, held a meeting with the President of the Islamic Republic of Iran, Mr. Seyyed Ibrahim Raisi, within the framework of the VI Summit meeting of the Heads of State of the Caspian countries, held in Ashgabat, Turkmenistan.

- On October 13, 2022, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, held a meeting with the President of the Islamic Republic of Iran, Mr. Seyyed Ibrahim Raisi, within the VI Summit of the Council on Interaction and Confidence-Building Measures in Asia (CACEM), held in Astana, Kazakhstan.

- On November 9, 2023, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, held a meeting with the President of the Islamic Republic of Iran, Mr. Seyyed Ibrahim Raisi, within the framework of the XVI Summit of the Economic Cooperation Organization held in Tashkent, Uzbekistan.

Mutual visits of the Heads of the Government

- On October 6, 2022, the Prime Minister of the Republic of Azerbaijan, Ali Asadov, met with the First Vice President of the Islamic Republic of Iran, Mohammad Mokhber, in Moscow, Russia.

Mutual visits of the Ministers of Foreign Affairs

- On July 4, 2022, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov made an official visit to the Islamic Republic of Iran.

- On September 24, 2022, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov held a meeting with the Minister of Foreign Affairs of the Islamic Republic of Iran Huseyn Amir Abdullahian within the framework of the 77th session of the UN General Assembly in New York.

- On January 24, 2023, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov held a meeting with the Minister of Foreign Affairs of the Islamic Republic of Iran Huseyn Amir Abdullahian within the framework of the 26th meeting of the Council of Ministers of the Economic Cooperation Organization held in Tashkent, Uzbekistan.

- On July 5, 2023, the Minister of Foreign Affairs of the Islamic Republic of Iran Huseyn Amir Abdullahian made a business visit to our country with the aim of participating in the Ministerial Meeting of the Coordinating Bureau of the Non-Aligned Movement held in Baku.

- On September 23, 2023, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov held a meeting with the Minister of Foreign Affairs of the Islamic Republic of Iran Huseyn Amir Abdullahian within the framework of participation in the high-level week of the 78th session of the UN General Assembly in New York.

- On October 18, 2023, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov held a meeting with the Minister of Foreign Affairs of the Islamic Republic of Iran Huseyn Amir Abdullahian within the framework of participation in the extraordinary ministerial meeting of the Executive Committee of the Organization of Islamic Cooperation held in Jeddah, Kingdom of Saudi Arabia.

- On October 23, 2023, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, made a business visit to the Islamic Republic of Iran in order to participate in the first ministerial meeting of the "3+3" regional consultation format held in Tehran.

- On December 3, 2024, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid a working visit to the city of Mashhad, Islamic Republic of Iran, to participate in the 28th meeting of the Council of Foreign Ministers of the Economic Cooperation Organization (ECO).

Inter-parliamentary relations

The Working Group for Azerbaijani-Iranian Inter-Parliamentary Relations is headed by Vasif Talibov. The Friendship Group for Iranian-Azerbaijani Parliamentary Relations is chaired by Mr Ali Nikzad Samrin.

Contractual and legal framework

142 documents covering various fields have been signed between Azerbaijan and Iran.

The State Commission for cooperation between the Republic of Azerbaijan and the Islamic Republic of Iran in the economic, trade and humanitarian fields has been operating since 1992. The last meeting of the State Commission was held on March 10-11, 2022 in Baku. The co-chairman of the State Commission on the Azerbaijani side is Shahin Mustafayev, the Deputy Prime Minister, and Mehrdad Bazrpash, the Minister of Roads and Urban Development of the Republic of Iran on the Iranian side.
