Bilateral diplomatic relations between the Republic of Azerbaijan and the Islamic Republic of Pakistan
The Islamic Republic of Pakistan was one of the first countries to recognize the independence of the Republic of Azerbaijan on the 12th of December 1991. Diplomatic relations between the two countries were established on the 9th of June 1992. The Embassy of the Islamic Republic of Pakistan in Baku was established on the 12th of March 1993, and the Embassy of the Republic of Azerbaijan in Islamabad opened on the 24th of August 1997.
The Islamic Republic of Pakistan supports the sovereignty and territorial integrity of Azerbaijan within its internationally recognized borders and has always condemned the Armenian aggression. The Islamic Republic of Pakistan has not officially recognized Armenia, an invader country, and has not established diplomatic relations with it.
In 2012, the Committee on Foreign Affairs of the Senate of Pakistan, and in 2017, the Committee on Foreign Affairs of the National Assembly adopted resolutions recognizing the Khojaly genocide and condemning the Armenian aggression against Azerbaijan.
Pakistan has also shown solidarity with Azerbaijan in the Second Karabakh War. In October 2020, the National Assembly of Pakistan unanimously adopted a resolution condemning the Armenian aggression in the Karabakh region of the Republic of Azerbaijan. The Standing Committee on the Cabinet Secretariat of the Senate of Pakistan unanimously adopted a resolution condemning the Armenian aggression against Azerbaijan and expressing support for our country.
The Republic of Azerbaijan attaches special importance to relations with the Islamic Republic of Pakistan and is interested in expanding these relations in all areas.
The Heydar Aliyev Foundation has a special role in the development of humanitarian relations between the two countries. In 2015, the First Lady of Azerbaijan, the President of the Heydar Aliyev Foundation, Mrs Mehriban Aliyeva, was awarded the Hilal-e Pakistan Order.
Mutual visits of the Heads of the States
On February 28 – March 1, 2017, the President of the Republic of Azerbaijan, Ilham Aliyev, paid a visit to Pakistan (within the framework of the 13th Summit of the Economic Cooperation Organization);
On October 25-26, 2019, President of the Islamic Republic of Pakistan, Arif Alvi, visited Azerbaijan within the framework of the 18th Summit of Non-Aligned Movement.
Mutual visits of the Prime Ministers
On June 14-15, 2023, the Prime Minister of the Islamic Republic of Pakistan, Shehbaz Sharif, paid an official visit to Azerbaijan.
Mutual visits of the Ministers of Foreign Affairs
On January 13-14, 2021, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid an official visit to Pakistan to attend the 2nd Tripartite Meeting of the Foreign Ministers of Azerbaijan-Pakistan-Türkiye;
On December 18-19, 2021, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, paid a working visit to Pakistan to attend the 17th extraordinary meeting of Council of Foreign Ministers of the Organization of Islamic Cooperation;
On October 11, 2023, the Minister of Foreign Affairs of the Islamic Republic of Pakistan, Jalil Abbas Jilani, paid a visit to Azerbaijan to participate at the 27th meeting of the Economic Cooperation Organization;
On May 30, 2024, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov paid an official visit to Pakistan.
Inter-parliamentary relations
The Working Group for Azerbaijan-Pakistan Inter-Parliamentary Relations operates in the Milli Majlis of the Republic of Azerbaijan. The appointment of group’s head is expected.
The head of the Pakistan-Azerbaijan Inter-Parliamentary Friendship Group in the Senate is Senator Prince Ahmed Umer Ahmedzai.

In total, 38 documents have been signed between the Republic of Azerbaijan and the Islamic Republic of Pakistan.
