No:324/25, Press release on the Second Shamakhi Informal Meeting on Climate Change

On 23–24 July 2025, the second Shamakhi Informal Meeting was held in Shamakhi with the organization and hosting of Azerbaijan, as well as in cooperation with Brazil as the COP30 Presidency. The meeting brought together chairs of negotiation groups under the United Nations Framework Convention on Climate Change, as well as heads of delegations of certain States Parties to the UNFCCC.
More than 70 representatives from 34 countries and the UNFCCC Secretariat participated in the event. States were represented at high levels, including ministers, deputy ministers, presidential climate envoys, chairs of UNFCCC negotiation groups, and heads of delegations.
Taking into account the significant contribution of the first Shamakhi meeting held in the same format in July last year to the adoption of decisions at COP29, it was decided to continue this format in the current year as well. As in the previous year, the theme of this year’s meeting focused on key items on the climate negotiations agenda, as well as on the preparation of the “Baku to Belém Roadmap to 1.3 Trillion USD” in line with the joint mandate given to Azerbaijan and Brazil at COP29 to increase climate finance to 1.3 trillion USD.
In this context, the meeting included informal exchanges of views on the outcomes of the 62nd session of the UNFCCC Subsidiary Bodies held in Bonn, possible solutions to key challenges encountered during those discussions, and their potential contribution to decision-making at COP30 to be held in Brazil.
All participants highly appreciated the discussions held and expressed broad support for transforming the Shamakhi Informal Meeting into a sustainable platform.
At the opening ceremony of the meeting, COP29 President and Representative of the President of the Republic of Azerbaijan on Climate Issues Mukhtar Babayev, Deputy Minister of Foreign Affairs and COP29 Chief Negotiator Yalchin Rafiyev, and COP30 Chief Negotiator Ambassador Liliam Chagas delivered remarks.
The event concluded with closing statements by the chief negotiators of COP29 and COP30, as well as Pakistan’s Minister for Climate Change and Environmental Coordination Musadik Masood Malik and the Chair of the UNFCCC Subsidiary Body for Implementation Julia Gardiner.
