The Federal Republic of Brazil

 

Diplomatic relations between the two countries were established on October 21, 1993. The Embassy of Azerbaijan in Brazil was established in 2012, and the Embassy of Brazil in Azerbaijan was established in 2013.

 

In more than 30 years since the establishment of diplomatic relations between the two states, our bilateral relations have gone through a historical path of development, and our joint contacts have become productive. In 2013, sister city relations were established between the city of Baku and the city of Rio de Janeiro, and in 2016, a newly built municipal school named after the Republic of Azerbaijan was opened in the city of Rio de Janeiro.

 

The current state of our bilateral relations was reviewed once again on February 29, 2024, within the framework of the 4th round of political consultations between the foreign ministries of the two states, and new directions of cooperation were determined. The two sides have also expressed mutual support for the promotion of joint initiatives between our countries in political, economic, humanitarian, tourism and other fields.

 

Regular mutual support and effective joint activities have also been carried out within the framework of international organizations. Our countries have exchanged Information and experience within the framework of the World Health Organization on health policy and public health measures related to the COVID-19 pandemic. The two nations have also defined a new direction of cooperation in the "COP Troika" format, and continuous visits were made to Brazil by Azerbaijani high state officials to participate in the field events of the G20 Summit at the invitation of the Brazil as a host nation. 

 

Azerbaijan has also joined the "Global Alliance against Hunger and Poverty" initiative put forward by the Federative Republic of Brazil within the framework of its G20 presidency in 2024.
 

Mutual visits of the Presidents

 

There were no visits at the level of the heads of state of the two countries.

 

Visits of the Vice Presidents 

 

On November 12-13, 2024, the Vice President - Minister of Development, Industry, Trade and Services of the Federative Republic of Brazil Mr. Geraldo Alkmin visited Azerbaijan to participate in the COP29 event. Mr. J. Alkmin met with the President of the Republic of Azerbaijan Mr. Ilham Aliyev in the framework of the visit.

 

Visits of Foreign Ministers

 

Two visits were made at the level of foreign ministers of the two countries (Azerbaijan’s foreign minister to Brazil in 2006, Brazilian foreign minister to Azerbaijan in 2017). 

 

Inter-parliamentary relations

 

The relations between the parliaments of the two states have undergone great development. Mutual visits and meetings between the respective friendship groups have become intensive, especially in recent years. Currently there are 2 friendship groups on cooperation with Azerbaijan operating in both chambers of the Brazilian National Congress. On October 30, 2016, the head of the Chamber of Deputies of the National Congress of the Federative Republic of Brazil, Rodrigo Maya, was awarded the "Honorary Diploma" of the President of the Republic of Azerbaijan for his contributions to the development of Brazil-Azerbaijan relations. Mr. Rodrigo Maya was also awarded the "Parliament Medal" of the Milli Majlis (parliament) of the Republic of Azerbaijan by the Chairman of the Milli Majlis Mr. Ogtay Asadov for his services in the development of inter-parliamentary relations and cooperation between the two states on May 4, 2019. 

 

On February 6-8, 2024, the visits of the senators of the Brazilian National Congress - the head of the Brazil-Azerbaijan friendship group in the Federal Senate, Mr. Nelsinho Trad, and the head of the Science, Technology, Innovation and Information Technologies Commission, Mr. Carlos Viana, to Azerbaijan to observe the presidential elections, and their effective meetings in the Administration of the President of the Republic of Azerbaijan, the Milli Majlis of the Republic of Azerbaijan, the Ministry of Foreign Affairs, the Western Azerbaijan Community and ADA University gave a new impetus to the promotion of parliamentary diplomacy between our states.

 

In 2012, a working group on Azerbaijan-Brazil interparliamentary relations was established in the Milli Majlis of the Republic of Azerbaijan. The current head of the group is Mr. Mushfiq Mammadli.

 

In 2013, the Brazil-Azerbaijani Friendship Group was established in the Chamber of Deputies of the Brazilian National Congress. The current head of the Friendship Group is Mr. Claudio Cajado.

 

In 2014, the Brazil-Azerbaijan Friendship Group was established in the Brazilian Senate. The current head of the Friendship Group is Senator Mr. Nelsinho Trad.

Cooperation in the economic sphere (main directions and trade turnover for 2020-2024)

 

In general, our economic relations are developing successfully, and can be observed in the growth of the trade turnover between the two states in recent years.

The main goods of export from Azerbaijan to Brazil are: urea fertilizer, optical, medical, photographic and precision devices, parts of earth and tunnel digging machines, jet kerosene fuel, etc.

 

The main goods of import from Brazil to Azerbaijan: raw sugar, aluminum oxide, tobacco and industrial substitutes of tobacco, meat and meat products, seeds, mechanical devices and parts, coffee, fruit and vegetable processing products, other chemical industry products, electrical equipment and parts, ginger, pharmaceutical products, fruits, etc.

 

On December 14, 2016, Memorandum of Understanding "on trade and investment cooperation between the Government of the Republic of Azerbaijan and the Government of the Federal Republic of Brazil" was signed.

 

It was decided to take new joint initiatives following the useful exchange of ideas in the field of agriculture within the framework of the visit of Mr. Roberto Perosa, Secretary for Trade and International Relations of the Brazilian Ministry of Agriculture and Livestock, to Azerbaijan on March 4, 2024. Currently, Azerbaijan offers Brazil "favorable access opportunities to new foreign trade markets, especially in Central Asian".

 

There is a great potential in air transport between the two countries. Successful practice in this field has already been established as "Silk Way" airline of Azerbaijan carried out cargo transportation to the Brazilian cities of Sao Paolo and St. Louis.

 

Cooperation between the two countries in the field of science and especially satellite technologies provide promising prospects. Head of the Brazilian Aerospace Agency participated in the IAC-2023 event held in Baku. Within the framework of his visit to Azerbaijan, a memorandum of understanding on cooperation between the relevant agencies of the two countries was signed.
