Yalchin I. Rafiyev was born in Shamkir on February 9, 1987.
In 2007, he graduated with honors from the faculty of “International Law and International Relations” of Baku State University with a bachelor's degree in “International Relations”.
In 2010-2011, he studied at the NATO Defense College in Rome, Italy, and in 2014-2016 he studied at the master's program of the International Anti-Corruption Academy based in Laxenburg, Austria.
He started his professional career on September 21, 2007 at the Department of Security Problems of the Ministry of Foreign Affairs (MFA).

First Secretary of the Permanent Mission of the Republic of Azerbaijan to the United Nations Office and other International Organizations in Geneva (2017 – 2018);
Deputy Director of the International Security Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan (August, 2018 – September, 2019);
Director of the International Security Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan (September, 2019 – September, 2023).
By the Order of the President of the Republic of Azerbaijan dated September 8, 2023, he was appointed Deputy Minister of Foreign Affairs.
By the Order of the President of the Republic of Azerbaijan dated July 8, 2021, Y. Rafiyev was awarded the rank of the diplomatic rank of “envoy extraordinary and plenipotentiary of second class”.
On July 9, 2019, he was awarded “Distinction in the diplomatic service” medal by the President of the Republic of Azerbaijan.
Married and has two children.
