Tofig Nadir oghlu Zulfugarov was born on November 1, 1959 in Rostov-on-Don city of Russian Federation. In 1961 his family moved to Baku. Between 1966 and 1976 he studied at the secondary school No. 93 in Baku. In 1976 he entered the Faculty of Oriental Studies of the Azerbaijan State University and graduated in 1981.

In 1981 he was conscripted in the Armed Forces of the USSR, and was sent to the Pacific Navy base in Aden, the capital of the People's Democratic Republic of Yemen (PDRY), and there was awarded a Medal of Military Forces of PDRY.

In 1984-1985, he worked in Lenin district Komsomol Committee of Baku city. From 1985 to 1990 he worked in the Department of Arabic Studies of the Institute of Oriental Studies of the Academy of Sciences of Azerbaijan.

In 1988, he started working on the resolution of the Nagorno-Karabakh conflict. In 1991 he worked as a researcher in the Political Science Department of the Institute of History of the Azerbaijan Academy of Sciences.

In 1992, he started working at the Ministry of Foreign Affairs and during his career at the Ministry served as the head of division and then the head of department and at that time mainly dealt with the resolution of the Karabakh problem. In June 1994, he was appointed Deputy Minister of Foreign Affairs of the Republic of Azerbaijan.

In January 1998, by the decree of the President of the Republic of Azerbaijan Heydar Aliyev, Tofig Zulfugarov was conferred the rank of Ambassador Extraordinary and Plenipotentiary. On March 5, 1998, he was appointed Minister of Foreign Affairs of the Republic of Azerbaijan.

On October 25, 1999, Tofig Zulfugarov resigned in protest against the pressure on Azerbaijan. After his resignation, T.Zulfugarov actively continued his socio-political activities, including on the resolution of the Armenia-Azerbaijan Nagorno-Karabakh conflict.

In 2005-2010, T.Zulfugarov served as Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Latvia.

In 2007-2015, he was Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Estonia.

He speaks Russian, Arabic and English.
