The letter by the Minister of Foreign Affairs Jeyhun Bayramov addressed to the UN Secretary-General on the situation around the Lachin road caused by illegal activities of Armenia has been circulated as a UN Security Council document.

 

The letter highlights the attempts by Armenia to politicize the legitimate protests of Azerbaijani activists against illegal economic activities in the areas of temporary deployment of the Russian Peacekeeping Contingent in the territories of Azerbaijan by presenting it as a so-called “humanitarian crisis”, as well as illegal exploitation of natural resources in the territories of Azerbaijan.

 

The document includes information on restrictions posed to the delegation of the national authorities of Azerbaijan on 10 December 2022 who intended to monitor the ecological and other consequences of the illegal exploitation of mineral deposits despite the agreement reached with the leadership of Russian Peacekeeping Contingent as a result of negotiations held since 3 December 2022.

 

The letter also stresses the absence of obstructions to the movement of cars through the Lachin road, as well as of any intention by Azerbaijani protesters to block the movement of transportation along the road, and, in contrast, their expressed readiness to facilitate the movement of civilian vehicles, especially ambulances, and the steps undertaken by Azerbaijani side to promote dialogue with local Armenian residents.

 

Continued observance by Azerbaijan of its obligations, contrary to that grave violation by Armenia of the Trilateral Statement through the abuse of Lachin road for illegal military activities, as well as tragic consequences of the landmine threat were also underlined in the letter. It was stressed that since the end of the 2020 Patriotic War, 276 citizens of Azerbaijan have suffered from landmine explosions, with 35 out of 46 killed being civilians.
