The Outcome Document of the 18th Summit of Heads of State and Government of the Non-Aligned Movement (NAM) held in Baku on October 25-26, and all 159 delegations participating at this high-level event, unanimously confirmed their position on the resolution of the Armenia-Azerbaijan conflict based on the norms and principles of international law and the UN Security Council resolutions. Thus the document reiterating the already existing position of NAM on the settlement of the conflict about “the settlement of the conflict within the territorial integrity, sovereignty and the internationally recognized borders of the Republic of Azerbaijan”, made a step further and the provision on “the inadmissibility of the acquisition of territory by force and that no State shall recognize as lawful the situation resulting from the occupation of the territories of the Republic of Azerbaijan, nor render aid or assistance in maintaining that situation, including through economic activities in these territories” was agreed unanimously. In addition to the position of the well-known four resolutions of the UN Security Council of 1993 on immediate, complete and unconditional withdrawal from the occupied territories of Azerbaijan, and decisions and resolutions of other international organizations adopted in this regard, this time the essence of the aggressive policy of Armenia was recognized by the members of the Non-Aligned Movement, which accounts for two-thirds of the world community.

Armenia by brutally violating the norms and principles of international law and founding Bandung principles of NAM, using illegal force against Azerbaijan and violating the territorial integrity of the country and keeping the one-fifth of Azerbaijan’s territories under military occupation and conducting bloody ethnic cleansing against the local Azerbaijanis living in these territories, including the Khojaly genocide killing cruelly the civilians in the town of Khojaly, as well as undermining the negotiations process by its destructive and annexationist policy, has no right to speak about the international law, or commitment to peace process. Today there is the only truth recognized by the international community, which also demands its realization; this truth is about the occupation of Nagorno-Karabakh and surrounding regions of Azerbaijan by Armenia and the demand to end this occupation and settle the conflict in the framework of the territorial integrity of Azerbaijan. The only country that does not want to see this truth is the aggressor state Armenia.

As in the case of the other international organizations the Non-Aligned Movement's position is also based on the norms and principles of international law, the UN Charter, the Helsinki Final Act of the OSCE, and the founding Bandung Principles of the Movement. Thus, in all cases, the illegal use of force, violation of internationally recognized borders and territorial integrity of the countries is strongly condemned. In order to act as a "security guarantor", as Armenia claims, threatening peace and security in the region with its aggressive policy, it is first of all necessary that Armenia puts an end to its territorial claims and understands the current security environment. Only the Government of Azerbaijan and the Constitution of the country ensures and will continue to be the security guarantor of the whole population of the country, including its currently occupied Nagorno-Karabakh region.

Итоговый документ XVIII Саммита глав государств и правительств Движения Неприсоединения, прошедшего в Баку 25-26 октября, и все 159 делегаций, участвовавших в этом мероприятии высокого уровня, единодушно засвидетельствовали свою позицию по разрешению армяно-азербайджанского конфликта на основе норм и принципов международного права и резолюций Совета Безопасности ООН. Так, в данном документе, подтверждающем уже существующую позицию Движения Неприсоединения в отношении урегулирования, гласящую что необходимо достичь «урегулирования конфликта в рамках территориальной целостности, суверенитета и международно признанных границ Азербайджанской Республики», сделан еще один единогласно согласованный шаг вперед к положению о «недопустимости захвата территории силой, и что ни одно государство не признает правомерным положение, возникшее в результате оккупации территорий Азербайджанской Республики, и не будет оказывать помощь или содействие в поддержании этой ситуации, в том числе посредством экономической деятельности на этих территориях». В дополнение к обозначенной в четырех известных резолюциях Совета Безопасности ООН от 1993 года позиции о немедленном, полном и безоговорочном выводе войск с оккупированных территорий Азербайджана, а также решениям и резолюциям других международных организаций, принятых на этот счет, на сей раз суть агрессивной политики Армении была признана членами Движения Неприсоединения, на которое приходится две трети мирового сообщества.

Армения, грубо нарушая нормы и принципы международного права и основополагающие Бандунгские принципы Движения Неприсоединения, незаконно применяя силу против Азербайджана и нарушая территориальную целостность страны, удерживая одну пятую территорий Азербайджана под военной оккупацией и проводя кровавые этнические чистки против местных азербайджанцев, проживающих на этих территориях, в том числе Ходжалинский геноцид, когда жестоко было убито мирное население города Ходжалы, а также подрывая переговорный процесс своей деструктивной и аннексионистской политикой, не имеет права говорить о международной законности или приверженности мирному процессу. Сегодня существует единственная истина, признанная международным сообществом, которое также настаивает на ее утверждении; эта правда касается оккупации Арменией Нагорного-Карабахского региона и прилегающих к нему административных районов Азербайджана и требования прекратить данную оккупацию и урегулировать конфликт в рамках территориальной целостности Азербайджана. Единственная страна, которая не хочет видеть эту правду – государство-агрессор Армения.

Как и в случае с другими международными организациями, позиция Движения Неприсоединения также основана на нормах и принципах международного права, Уставе ООН, Хельсинкском Заключительном акте ОБСЕ и основополагающих Бандунгских принципах Движения. Так, во всех случаях незаконное применение силы, нарушение международно признанных границ и территориальной целостности стран решительно осуждается. Чтобы действовать в качестве «гаранта безопасности», как то пытается утверждать Армения, угрожающая своей агрессивной политикой миру и безопасности в регионе, прежде всего необходимо, чтобы эта страна положила конец своим территориальным претензиям и осознала текущее положение дел в области безопасности. Только Правительство Азербайджана и Конституция страны обеспечивают и будут оставаться гарантом безопасности всего населения страны, включая ее оккупированный в настоящее время Нагорно-Карабахский регион.
