On 9 July 2025, within the framework of the 9th Meeting of Heads of Diplomatic Service Bodies, the Khankendi special session titled “Azerbaijan’s foreign policy after the restoration of sovereignty: priorities, opportunities and challenges” commenced at Karabakh University in the city of Khankendi.

 

Participants of the meeting familiarized themselves with the reconstruction and development works carried out in the city of Khankendi, including the conditions created at Karabakh University.

 

At the opening ceremony of the Khankendi special session, speeches were delivered by the Rector of Karabakh University, Shahin Bayramov, the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan, Elnur Mammadov, and the Deputy of the Special Representative of the President of the Republic of Azerbaijan in the city of Khankendi, as well as in Aghdara and Khojaly districts, Sabuhi Gahramanov.

 

In his speech, the Rector of Karabakh University, Shahin Bayramov, provided detailed information about the university’s activities and academic programs. He spoke about the university’s professional teaching staff, modern infrastructure, and the broad socio-cultural environment created for students.

 

Deputy Minister Elnur Mammadov emphasized that despite attempts to Armenianize the city of Khankendi after 1923, historical justice was restored exactly 100 years later, in 2023, with the full restoration of our sovereignty.

 

The importance of the decision taken by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, to establish Karabakh University immediately after the restoration of the country’s sovereignty was highlighted.

 

It was noted that the large-scale reconstruction and development works carried out in our native Khankendi and across Garabagh, as well as the organization of events of local and international significance, once again demonstrate the invincible strength of our country.

 

Despite its short history, the conditions created for the educational process at Karabakh University, along with the achievements of its academic staff and students, were noted as inspiring strong confidence in the university’s future.

 

It was emphasized that holding the 9th Meeting of Heads of Diplomatic Service Bodies, as well as the professional holiday of diplomatic service employees marked on 9 July, specifically in the city of Khankendi and at Karabakh University, carries symbolic significance, reflecting the value attributed by our diplomats to our victory history and their support for Karabakh University.

 

During his speech, Sabuhi Gahramanov, Deputy of the Special Representative of the President, provided detailed information on the large-scale reconstruction and development works carried out in the city of Khankendi and future plans in this direction.

 

Within the framework of the visit, nearly 500 books obtained by our diplomatic missions from their countries of accreditation were donated to the library of Karabakh University by the Ministry of Foreign Affairs of the Republic of Azerbaijan.

 

Later, participants of the visit attended a concert program prepared by students of the Faculty of Arts of Karabakh University.

 

Within the framework of the visit, the city of Shusha was also visited, and an excursion to the historical sites of the city was organized.
