No:204/25, Press Release on the Participation of the Delegation Led by Deputy Minister of Foreign Affairs and COP29 Chief Negotiator Yalchin Rafiyev in Climate Week in Panama

A delegation led by Yalchin Rafiyev, Deputy Minister of Foreign Affairs of the Republic of Azerbaijan and COP29 Chief Negotiator, participated in Climate Week organized by the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) in Panama City from May 19 to 21, 2025. The delegation took part in a series of mandated events and a high-level plenary session held as part of the Climate Week program.

 

At the high-level plenary session on May 21, 2025, Yalchin Rafiyev delivered a speech highlighting the key activities undertaken under Azerbaijan’s COP29 Presidency. He emphasized the significance of the historic decisions adopted at COP29, particularly the Baku Finance Goal, which aims to mobilize at least $300 billion per year by 2035 for developing countries, and the breakthrough on Article 6 of the Paris Agreement on carbon integrity markets, which was finalized in Baku under Azerbaijan’s leadership, ending a decade-long stalemate in completing Paris Rulebook.

 

Within the margins of the visit, the delegation led by Y.Rafiyev held bilateral meetings with UNFCCC Executive Secretary Simon Stiell and Deputy Executive Secretary Noura Hamladji, as well as both bilateral and trilateral meetings with Brazil’s COP30 Chief Executive Officer Ana Toni and Chief Negotiator Lilian Chagas, with the Secretariat participating in the trilateral meetings. The meetings included exchanges of views on Azerbaijan’s achievements, activities, and experience at COP29, the importance of implementing the decisions adopted at COP29 in combating climate change, and matters related to the upcoming 62nd session of the UNFCCC Subsidiary Bodies to be held in June and the climate negotiations at COP30.
