No:163/25, Press release on the meeting of Minister of Foreign Affairs Jeyhun Bayramov with the High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission Kaja Kallas

On 25 April 2025, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov met with the High Representative of the European Union (EU) for Foreign Affairs and Security Policy, Vice-President of the European Commission Kaja Kallas, who is on an official visit to our country.

 

During the tête-à-tête meeting and the expanded format meeting held between the sides, the current state of the cooperation agenda between Azerbaijan and the EU, development prospects, energy security, transport, communications, cooperation opportunities in various fields including combating climate change, as well as regional security issues and the Azerbaijan-Armenia normalization process were discussed.

 

At the same time, during the meeting, the sides exchanged views on measures that will serve to strengthen cooperation between Azerbaijan and the EU, including high-level visits and mutually beneficial initiatives, and also emphasized the importance of continuing negotiations on the Partnership and Cooperation Agreement taking into account existing realities.

 

Minister Jeyhun Bayramov stated that Azerbaijan has always supported the establishment of equal relations with EU countries based on consideration and respect for each other’s legitimate interests, priority issues, and existing realities.

 

Minister Jeyhun Bayramov informed his counterpart about the situation in the region in the post-conflict period, the reconstruction work carried out in the liberated territories, the fight against the mine threat, and the return of internally displaced persons. The current stage of negotiations on the Azerbaijan-Armenia peace agreement and the factors hindering this process, in particular the existence of territorial claims against the Republic of Azerbaijan in the Constitution of the Republic of Armenia, and the issue of the dissolution of institutions such as the Minsk Group, which has already lost its significance, were brought to attention.

 

During the meeting, it was also emphasized that Azerbaijan plays a role in Europe’s energy security, and the importance of historic agreements that can create a turning point in combating climate change, including increasing financial targets within the framework of Azerbaijan’s COP29 chairmanship, as well as cooperation in the field of “green energy,” was highlighted.

 

During the meeting, the sides also exchanged views on other topics on the agenda and of mutual interest.

 

Following the meetings, a press conference was held, and the sides delivered statements.
