One of the state and public figures of Azerbaijan, Mirzadavud Baghir oghlu Huseynov was born in March, 1894, in Baku. Successfully finishing the Baku Realschule (Real School) in 1913, M.Huseynov went to Moscow and entered the Faculty of Economics of the Institute of Commerce.
M.Huseynov returned to Baku in 1917, carried out revolutionary propaganda among Muslim students and created a student committee. In 1918-1919, M.Huseynov worked as a member of the Bolshevik affiliated “Hummet” Organization, deputy chairman and later as a chairman and indulged in propaganda work among the Muslim laborers of Baku. At the same time he was the head of department at the Ministry of Finance of the Azerbaijan Democratic Republic.
He reported on the current situation at the first congress of Azerbaijani Communist Party held in secret in Baku on February 11-12, 1920, and was elected Chairman of the Presidium of the Central Committee.
Following the victory of the Soviets in Azerbaijan, on April 28, at the meeting of the Provisional Military-Revolutionary Committee of Azerbaijan, a new Soviet government - the Council of People's Commissars of the Soviet Socialist Republic of Azerbaijan was established, and M.Huseynov was appointed a Deputy Chairman of the Council of People's Commissars and the People’s Commissar for Finance.
Until N.Narimanov’s arrival in Baku, M.Huseynov officially presided over the Interim Revolutionary Committee of Azerbaijan, as well as the Council of People's Commissars of the Azerbaijani SSR.
On May 6-19, 1921, the First All-Azerbaijan Congress of Soviets was held; M.Huseynov was elected to the Presidium of the Congress and reported on the 6th issue of the agenda - “Foreign Policy”.
M.Huseynov was elected a member of the Provisional Military-Revolutionary Committee of Azerbaijan at the 1st All-Azerbaijan Congress of Soviets. He was included in the Council of People's Commissars during the 1st meeting of the Provisional Military-Revolutionary Committee of Azerbaijan held on May 21 and was appointed the People’s Commissar for Foreign Affairs and the Chairman of the Supreme Economic Council.
In 1922, M.Huseynov was invited to Moscow and worked as the Deputy Commissar of Nationalities of the Russian Soviet Federal Socialist Republic (RSFSR). From 1922 to 1929, M.Huseynov held a number of senior positions. He was Deputy Chairman of the Council of People's Commissars of the Transcaucasian Socialist Federal Soviet Republic (TSFSR), as well as People’s Commissar for Foreign Affairs and People’s Commissar for Finance.
In 1930-1933 M.Huseynov was the First Secretary of the Central Committee of the Communist Party of Tajikistan, and later the head of non-Russian schooling Department of the People’s Commissariat for Education of RSFSR in Moscow.
M.Huseynov became a victim of repressions in 1937.
