Foreign Minister Elmar Mammadyarov met with Isabel de Sant Malo de Alvarado, Vise-President and Foreign Minister of the Republic of Panama
Foreign Minister Elmar Mammadyarov met with Isabel de Sant Malo de Alvarado, Vise-President and Foreign Minister of the Republic of Panama within his official visit to the Republic of Panama on October 5, 2015
Isabel de Sant Malo de Alvarado Expressing her satisfaction on welcoming Azerbaijani counterpart in Panama, highlighted that this official visit would significantly contribute to the cooperation between the two countries.
Stressing Panama’s interest in developing the relations with Azerbaijan, Isabel de Sant Malo de Alvarado mentioned that signing of the document on consultations between Foreign Ministries would serve to establishment of bilateral political dialogue mechanism.
Elmar Mammadyarov said that Azerbaijan puts special emphasis on comprehensive development of relations with Central and South American countries on its foreign policy agenda. He underlined the importance of enlarging the current relations between Azerbaijan and Panama in other fields of cooperation, including energy and investment sectors. Elmar Mammadyarov noted the establishment of legal framework of such cooperation with relevant intergovernmental documents and development of bilateral treaty-legal base between the countries.
Foreign Minister Mammadyarov talked about window of opportunities on cooperation in education, training and other humanitarian fields and added that establishment of contacts between ADA University and Panama Diplomatic Institute would be mutually beneficial.
Elmar Mammadyarov informed his counterpart about Baki-Tbilisi-Kars railway project, newly-built Baku International Sea Trade Port and Azerbaijan’s potential in transport infrastructure. He underlined that those projects would contribute to significantly increase of carriage of goods and economic-trade relations along the Historical Silk Road .
Foreign Minister Isabel de Sant Malo de Alvarado highlighted that favorable investment climate has been established in Panama and in this regard characterized Azerbaijan as a desirable partner.
Elmar Mammadyarov touched the ongoing negotiation process on the settlement of Armenia-Azerbaijan conflict and thanked Panama for its fair and just position based on the principles of international law in respect of this conflict and the Parliament of Panama for adoption of resolution on reaffirming its support to territorial integrity and sovereignty of Azerbaijan and recognizing Khojaly genocide.
Elmar Mammadyarov stressed that Armenia disregards the UN Security Council’s four resolutions demanding immediate, complete and unconditional withdrawal of occupying forces from all occupied territories of Azerbaijan and doing so puts obstacles in the process of conflict settlement.
Elmar Mammadyarov also added that Armenia is willing to maintain status quo based on occupation and aggression and exploits the confidence-building measures for the purposes of political speculations. He mentioned that, as the outcome of establishment of direct contacts between Armenian and Azerbaijani communities of Nagorno Karabakh region of Azerbaijan doesn’t fit into the interest of Armenian government and therefore official Yerevan by all means rejects the process.
Panamanian minister highlighted that the territorial integrity and sovereignty of the states are principles of high importance for her country.
Minister Elmar Mammadyarov invited his counterpart to visit Azerbaijan.
At the end of the meeting Memorandum of Understanding on Bilateral Consultations between Foreign Ministries of the Republic of Azerbaijan and the Republic of Panama was singed.
