One of the public, political and state figures of Azerbaijan, Elmira Mikayil gizi Gafarova was born on March 1, 1934 in Baku. In 1958, she graduated with honors from the faculty of philology of the Azerbaijan State University.
In 1961-1962, E.Gafarova worked as an instructor in the Department of Science and Higher Education at the Central Committee of the Communist Party of Azerbaijan, and in 1962-1963 she served as Secretary of the Lenin Communist Youth Union of Azerbaijan.
In 1970-1971, E.Gafarova worked as Deputy Director of the Culture Department of the Central Committee of the Communist Party of Azerbaijan under the leadership of Heydar Aliyev who was the First Secretary of the Central Committee of the Communist Party of Azerbaijan, and in the period of 1971-1980, as the Secretary for Ideology of the Baku Committee of the Communist Party of Azerbaijan.
Serving as the Minister of Education of the Azerbaijan SSR in 1980-1983, E.Gafarova made a great contribution to the spreading of education as well as the expansion of school networks in Azerbaijan.
In 1983-1987, E.Gafarova served as Minister of Foreign Affairs of the Azerbaijan SSR.
In 1987-1989, E.Gafarova worked as the Deputy Chairman of the Council of Ministers (Deputy prime minister) of the Azerbaijan SSR.
In 1989-1990, E.Gafarova was the Chairman of Presidium of the Supreme Soviet of the Azerbaijan SSR.
In May 1990, presidential system of governance was introduced in the Republic, and the Presidium of the Supreme Soviet of the Azerbaijan SSR along with the position of its chairmanship were abolished. E.Gafarova was unanimously elected by the members of the Parliament as the Chairman of the Supreme Soviet of Azerbaijan SSR and chaired the Supreme Soviet in 1990-1992.
E.Gafarova repeatedly served as a deputy of the Supreme Soviet of the Azerbaijan SSR, as well as a member of the Central Committee of the Communist Party of Azerbaijan and its Baku Committee.
E.Gafarova died on August 1, 1993 in Baku.
