No:433/25, Press release on the participation of the delegation of the Ministry of Foreign Affairs of the Republic of Azerbaijan in COP30

From 10 to 22 November, the 30th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) was held in the city of Belém, Brazil, while the Leaders’ Summit of the Session was organized on 6–7 November.
At the Leaders’ Summit, the Republic of Azerbaijan was represented by a delegation led by the Speaker of the Milli Majlis Sahiba Gafarova. The Speaker of the Milli Majlis delivered a statement on behalf of the Republic of Azerbaijan and held bilateral meetings with a number of heads of states and governments.
On the official opening day of COP30, the COP Presidency was handed over from the Republic of Azerbaijan to Brazil. The President of COP29, Representative of the President of the Republic of Azerbaijan on Climate Issues Mukhtar Babayev, delivered a speech at the opening session of COP30, providing information on the historic outcomes achieved within the framework of COP29 held in Baku last year, as well as the activities carried out by our country during its COP Presidency. M. Babayev also participated and delivered speeches at a number of events organized within COP30 in his capacity as COP29 President and held bilateral meetings with heads of other delegations.
The delegation of the Ministry of Foreign Affairs (MFA) also participated in both segments of COP30. Within the framework of the conference, the MFA delegation was involved in negotiations on the adoption of decisions planned to be adopted at the end of the Conference, and Azerbaijan was entrusted with conducting negotiations on two important decisions and coordinating these documents.
Within the mandate given by COP30 President André do Lago to the Deputy Minister of Foreign Affairs of Azerbaijan Yalchin Rafiyev and the Deputy Minister of Foreign Affairs of Brazil Mauricio Lyrio to conduct negotiations between Türkiye and Australia, the candidate countries for hosting COP31, after 12 days of intensive negotiations, a decision was adopted to grant the hosting of COP31 to Türkiye.
In addition, within the framework of COP30, the COP President mandated representatives of Azerbaijan and Norway to lead, on his behalf, the process of agreeing on documents related to the Global Stocktake (GST) of the Paris Agreement and to conduct negotiations among states. From the Azerbaijani side, the negotiations were led by Deputy Minister of Foreign Affairs Yalchin Rafiyev, and from the Norwegian side by the Minister of Climate and Environment Andreas Bjelland Eriksen.
As a result of discussions held with all negotiation groups, the Azerbaijani and Norwegian sides submitted their recommendations on possible draft decisions to the Brazilian COP30 Presidency, contributing to the adoption of decisions on the relevant documents.
The MFA delegation also organized five events on the topics of peace and migration, water, health, cities, and climate transparency within the framework of the COP29 Presidency Action Agenda. In addition, the Azerbaijani delegation supported, as co-organizer, several events related to renewable energy, hydrogen, and agriculture initiatives.
Furthermore, in accordance with the decision on the Baku Finance Goal adopted within the framework of COP29, the Azerbaijani and Brazilian sides prepared the “Baku to Belém Roadmap” on increasing global climate finance to 1.3 trillion US dollars and presented it within the framework of COP30.
