No:416/25, Press release on the statement of Minister Jeyhun Bayramov at the 43rd session of the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) held in Samarkand

On 31 October 2025, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov, within the framework of his working visit to the city of Samarkand of the Republic of Uzbekistan, delivered a statement at the 43rd session of the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
In his statement, Minister Jeyhun Bayramov expressed gratitude to brotherly Uzbekistan for the warm hospitality and high-level organization, and emphasized that the 80th anniversary of the UN Charter and the Constitution of UNESCO is an important historical milestone in terms of the commitment to the principles of multilateralism and peace, as well as strengthening global solidarity based on shared values.
It was noted that Azerbaijan’s partnership with UNESCO is based on shared commitments to cultural heritage and diversity, inclusive education, scientific progress and international solidarity, and that as a donor country, Azerbaijan supports initiatives in areas such as culture, science, youth empowerment and intercultural dialogue.
It was brought to attention that Azerbaijan attaches special importance to the promotion of intercultural and interreligious dialogue, and that the “Baku Process”, launched in Baku in 2008 and supported by UNESCO, is recognized internationally as a successful example in this regard.
It was stated that Azerbaijan ranks among the leading countries in the world with 24 elements inscribed on UNESCO’s Intangible Cultural Heritage list.
In his statement, Minister Jeyhun Bayramov emphasized that the restoration of cultural heritage destroyed in the territories liberated from occupation is one of the priority directions of the government, and noted that mined areas pose a major obstacle in this process.
The Minister also emphasized the importance of the work carried out by Azerbaijan in the field of education in terms of sustainable development, stating that within the framework of the Heydar Aliyev International Education Grant Program, established by the Decree of the President of Azerbaijan Ilham Aliyev dated 8 July 2023, 100 students annually and a total of 500 students over five years from the member countries of the Organization of Islamic Cooperation and the Non-Aligned Movement are provided with the opportunity to study in Azerbaijan.
In addition, in his statement, the Minister touched upon education reforms implemented in Azerbaijan, investments in digital literacy and opportunities in Science, Technology, Engineering and Mathematics for our youth, and noted that great importance is attached to the 2030 Agenda, particularly Sustainable Development Goal 4 on education, and that a number of projects are also supported through the Azerbaijan-UNESCO Trust Fund.
At the end of his statement, the Minister emphasized that UNESCO is an important organization for partnership and understanding, and called for strengthening joint efforts to ensure that no region and country is left behind.
