No:353/25, Press release on the visit of Deputy Minister Elnur Mammadov to Brazil

On 1 September 2025, the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan Elnur Mammadov visited the Federative Republic of Brazil.
During the visit, the next, fifth round of political consultations between the Ministries of Foreign Affairs of the Republic of Azerbaijan and the Federative Republic of Brazil was held in the city of Brasília.
The delegations were led by Deputy Minister Elnur Mammadov from the Azerbaijani side, and by First Deputy Minister of Foreign Affairs Maria Laura da Rocha from the Brazilian side.
During the consultations, an extensive exchange of views was held on the current state and prospects for the development of relations between the two countries in the political, economic, energy, transport, education, tourism, cultural and humanitarian fields, and mutual support was expressed for the creation of a contractual and legal framework in these areas.
The counterpart side conveyed its congratulations on the historic agreements reached during the Washington Summit on 8 August of the current year.
In turn, the Deputy Minister, speaking about the Azerbaijan-Armenia peace agenda, also brought to attention that on 1 September the OSCE Ministerial Council decided to close the OSCE Minsk Process and related structures.
Within the framework of the visit, the Deputy Minister was received by the Vice-President of Brazil Geraldo Alckmin.
During the meeting, G. Alckmin recalled with satisfaction his visit to our country as the head of the Brazilian delegation that participated in COP29 in November last year and his meeting with the President of the Republic of Azerbaijan Mr. Ilham Aliyev, and noted the importance of developing relations of friendship and cooperation between our countries.
In this context, he wished success to the political consultations, as well as to the work of the first meeting of the Joint Working Group on Trade and Investment Cooperation between the Government of the Republic of Azerbaijan and the Government of the Federative Republic of Brazil held in Brazil.
Expressing his satisfaction with the cooperation carried out between the two countries in multilateral formats and especially within the “COP Troika” format, Alckmin highly appreciated our country’s contributions to the global climate agenda.
At the meeting held with the Minister of Foreign Affairs of Brazil Mauro Vieira, it was emphasized that political dialogue between our countries is developing successfully and that an increase in trade turnover is being observed. It was stated that cooperation in multilateral formats is continuing successfully.
Within the framework of the meeting, a signing ceremony of the “Agreement between the Government of the Republic of Azerbaijan and the Government of the Federative Republic of Brazil on cooperation in the field of education” was held.
From the Azerbaijani side, the agreement was signed by the Ambassador of the Republic of Azerbaijan to the Federative Republic of Brazil Rashad Novruz, and from the Brazilian side by the Minister of Foreign Affairs Mauro Vieira.
Within the framework of the visit, the Deputy Minister Elnur Mammadov gave interviews to the Brazilian state news agency “Empresa Brasil de Comunicação” and the private television channel “SBT”.
