No:351/25, Press release on the visit of Deputy Minister Yalchin Rafiyev to Ankara

On 29 August 2025, the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan, Chief Negotiator of COP29 Yalchin Rafiyev, visited Ankara upon the invitation of the Deputy Minister of Environment, Urbanization and Climate Change of Türkiye Fatma Varank.

 

Within the framework of the visit, Y. Rafiyev delivered a speech at the opening of the seminar organized in Ankara within the framework of the project “Support to the preparation of Türkiye’s First Biennial Transparency Report (BTR1) and Ninth National Communication and Second Biennial Transparency Report (NC9/BTR2)” under the Paris Agreement.

 

In his speech, he emphasized the historic results achieved at COP29 and noted the important role of Azerbaijan’s chairmanship in the successful launch of the mechanism of Biennial Transparency Reports to be submitted by states within the framework of the Paris Agreement. As a result, it was specifically brought to attention that 105 states have already submitted these reports, and that Azerbaijan and Türkiye are among the first countries to submit them. He also stated that Azerbaijan’s support for climate transparency will not be limited to COP29. Within the framework of the COP Presidency’s Action Agenda, the Baku Transparency Platform (BTP) announced will continue to support the preparation of states’ reports and technical reviews together with international partners in the future.

 

During the visit, Y. Rafiyev also held bilateral meetings with the Deputy Minister of Environment, Urbanization and Climate Change of Türkiye Fatma Varank, the Deputy Ministers of Foreign Affairs Ayşe Berris Ekinci and Nuh Yılmaz, as well as the President of the Turkish Cooperation and Coordination Agency (TİKA) Abdullah Eren.

 

During the meetings, issues on the climate agenda, Türkiye’s measures to combat climate change, preparations for COP30 and the common priorities of the two countries, economic cooperation, joint activities within the framework of international organizations and regional projects were discussed. It was especially noted with satisfaction that joint activities within the United Nations and other organizations are ongoing, and views were exchanged on the relevant steps to be taken in this direction in the future. Issues of cooperation between TİKA and the Azerbaijan International Development Agency were reviewed.
