No:204/25, Press release on the participation of the delegation led by Deputy Minister of Foreign Affairs and COP29 Chief Negotiator Yalchin Rafiyev in Climate Week in Panama

The delegation led by the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan and COP29 Chief Negotiator Yalchin Rafiyev participated in Climate Week held in Panama City on 19–21 May 2025, organized by the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), as well as in mandated events and the high-level plenary session held within this framework.

 

Speaking at the high-level plenary session held on 21 May 2025, Y. Rafiyev provided information on the activities carried out within the framework of Azerbaijan’s COP29 Presidency. The importance of the historic decisions adopted at COP29 under Azerbaijan’s chairmanship was emphasized, particularly the Baku Finance Goal, which envisages mobilizing USD 300 billion annually for developing countries by 2035, and the agreement reached in Baku under Azerbaijan’s chairmanship on Article 6 of the Paris Agreement on carbon markets after 10 years of inconclusive negotiations.

 

Within the framework of the visit, Y. Rafiyev and the delegation he led held bilateral and trilateral meetings with the participation of the Secretariat with the Executive Secretary of the UNFCCC Simon Stiell, Deputy Executive Secretary Noura Hamladji, and the COP30 Chief Executive Officer of Brazil Ana Toni and Chief Negotiator Lílian Chagas. During the meetings, an exchange of views was held on Azerbaijan’s achievements at COP29, its activities and experience in this direction, the importance of implementing the decisions adopted at COP29 in the context of combating climate change, the 62nd session of the Subsidiary Bodies of the UNFCCC to be held in June this year, and the topics of climate negotiations to be conducted at COP30.
