No:184/21, Information of the Press Service Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan on the speech of Minister Jeyhun Bayramov at the special meeting of the OSCE Permanent Council
On May 25, 2021, within the framework of the working visit to the Republic of Austria, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov addressed a special meeting of the OSCE Permanent Council.
In his speech, Minister Jeyhun Bayramov stressed the importance that Azerbaijan attaches to the OSCE, respect for and strict adherence to the principles enshrined in the main documents of the OSCE, starting with the Helsinki Final Act.
Armenia's aggression against Azerbaijan, an unconstructive approach to resolving the conflict over the past 28 years, to the war crimes and crimes against humanity committed by this country during the 44-day war, including crimes against the civilian population of Azerbaijan were underscored.
Minister noted the counter-offensive measures carried out by the Armed Forces of Azerbaijan on September 27, 2020, in response to the military provocations of Armenia and stressed that as a result, Azerbaijan has restored its sovereignty and territorial integrity. The importance of the implementation of the trilateral statements signed by the leaders of Azerbaijan, Armenia and Russia on November 10, 2020, as well as on January 11, 2021 was noted.
It was noted that at the present stage, with the elimination of the occupation, normalization of the relations between Azerbaijan and Armenia has become possible on the basis of respect for the sovereignty, territorial integrity and inviolability of the internationally recognized borders of both countries. In this regard, the possibility of signing a peace agreement between Azerbaijan and Armenia was also touched upon.
In his speech, the Minister also stressed the importance of post-conflict rehabilitation, reconstruction and reintegration. It was noted that Azerbaijan will continue to cooperate with the OSCE executive bodies in this direction. It was stressed that the settlement of the conflict has created new prospects for peace, security and cooperation in the region and that the OSCE can also contribute to these processes.
In response to the speech of Minister Jeyhun Bayramov, Permanent Representatives of most of the OSCE participating States made statements. In their speeches, the importance of stabilizing the situation in the region after the signing of the trilateral statement of November 10, 2020 and the need to continue it, the importance of taking further steps to strengthen peace, the importance of implementing the issues arising from the trilateral statement, the need to restore political dialogue at a high level, the need to implement confidence-building measures in the post-war period, as well as the implementation of humanitarian measures and the importance of cooperation in this area, the importance of opening economic and transport links in the region, and the importance of resolving recent tensions on the Azerbaijani-Armenian border through negotiations, were emphasized.
During the meeting, the Minister Jeyhun Bayramov responded to the groundless allegations made by the Armenian representative against Azerbaijan.
