No:165/25, Press release on the meeting between Minister of Foreign Affairs Jeyhun Bayramov and OSCE Secretary General Feridun Sinirlioğlu

On 25 April 2025, the Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov received the delegation led by the Secretary General of the OSCE Feridun Sinirlioğlu during his visit to our country.
Following the tête-à-tête discussions between Minister Jeyhun Bayramov and Secretary General Feridun Sinirlioğlu, an expanded meeting was held with the participation of the delegations of both sides.
During the expanded meeting, detailed discussions were held on several key areas, including the current state and prospects of Azerbaijan-OSCE bilateral cooperation, regional developments and challenges, the situation in the post-conflict period, and the Azerbaijan-Armenia normalization process.
It was emphasized that in the current situation where the security environment in the OSCE area remains tense and complex, the Organization must adapt flexibly to new conditions, maintain its relevance as a multilateral platform, and fulfill its commitments.
It was noted that Azerbaijan has been one of the active members of the OSCE since the early years of its independence, and particularly in the current post-conflict period, there are opportunities to further expand cooperation.
Minister Jeyhun Bayramov informed the counterpart about the latest developments in the region in the post-conflict period, the large-scale restoration and reconstruction works carried out in the liberated territories, the return of internally displaced persons to their homes, and the efforts undertaken to combat the mine threat hindering this process.
It was stated that in the post-conflict period, the OSCE could play a role in restoration and reconstruction activities through relevant support projects, including mine clearance and the removal of unexploded ordnance in Azerbaijan’s liberated territories, as well as environmental assessment in those areas.
Touching upon the Azerbaijan-Armenia normalization process, an exchange of views was held on the situation following the finalization of negotiations on the draft agreement on peace and the establishment of interstate relations between the sides.
It was emphasized that among the main conditions for signing the peace agreement are the elimination of territorial claims against Azerbaijan still in force in Armenia’s Constitution, as well as the dissolution of OSCE institutions such as the Minsk Group, the Personal Representative of the Chairperson-in-Office, and the High-Level Planning Group, which have lost their relevance due to the end of the conflict.
During the meeting, other regional and international security issues of mutual interest were also discussed.
Afterwards, Minister Jeyhun Bayramov and Secretary General Feridun Sinirlioğlu made statements at a press briefing on the results of their discussions and answered journalists’ questions.
