On 26 May, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov participated and delivered a speech at the open debate of the UN Security Council, held under the presidency of China in New York, on “Maintenance of international peace and security: respect for the purposes and principles of the UN Charter and strengthening the UN-centered international system.”

In his speech, the Minister emphasized that strengthening the UN-centered international system is of particular relevance against the backdrop of growing polarization, cases of deviation from international law, as well as the inefficiency of conflict prevention and resolution mechanisms.

In this framework, the importance of multilateralism and the principle of sovereign equality of states in ensuring international peace and security was noted. The importance of the universal and unconditional application of international law, particularly the principles of sovereignty, territorial integrity and non-interference in the internal affairs of states, was highlighted.

The necessity of eliminating impunity for acts contrary to international law and ensuring justice was emphasized. The importance of solidarity with countries that have suffered from the grave consequences of conflicts, including Azerbaijan, was noted, and the importance of keeping the safe and dignified return of former internally displaced persons to their native lands at the center of attention of the international community was stated.

The Minister noted that Azerbaijan is a country that has experienced the grave consequences of violations of the UN Charter and shortcomings in the application of international law. Nevertheless, he emphasized that Azerbaijan, as one of the leading states currently contributing to regional stability, continues to promote the peace agenda through practical steps.

In the speech, the importance of reforms for the UN system to operate in a more effective, inclusive and flexible manner was noted.

The necessity of increasing the representation of developing countries and strengthening the accountability of the Council in the intergovernmental negotiations on Security Council reform was highlighted. The UN80 initiative of the UN Secretary-General was also assessed as an important reform agenda aimed at transforming the Organization into a more coordinated institution responsive to the needs of member states.

In addition, the importance of the activities of regional organizations and cooperation formats in accordance with the purposes and principles of the UN was emphasized. In this context, it was stated that Azerbaijan has made important contributions to multilateralism within the framework of its successful chairmanship of the Non-Aligned Movement, its hosting of COP29 and the World Urban Forum, and its current chairmanship of the Conference on Interaction and Confidence Building Measures in Asia (CICA).

At the end of the speech, emphasizing that the UN Charter aims to build a sustainable international system based on unity, cooperation, peace, justice and the rule of law among peoples, it was noted that only through joint efforts is it possible to build a more inclusive, accountable and effective UN-centered multilateral system.
