Bilateral relations

The Islamic Republic of Pakistan was one of the first states that recognized the independence of the Republic of Azerbaijan (December 12, 1991). Diplomatic relations between the two countries were established on June 9, 1992. On March 12, 1993, the Embassy of the Islamic Republic of Pakistan in Baku, on August 24, 1997, the Embassy of the Republic of Azerbaijan in Islamabad were established.

The Islamic Republic of Pakistan supports the settlement of Armenia-Azerbaijan Nagorno-Karabakh conflict on the basis of the principles of sovereignty, territorial integrity and inviolability of internationally recognized borders of the Republic of Azerbaijan, and also relevant UN and OIC resolutions adopted in this framework. The Islamic Republic of Pakistan has not officially recognized aggressor country Armenia as a state and has not established diplomatic relations with this country. Pakistan is a member of the Contact Group at the level of foreign ministers within the Organization of Islamic Cooperation (OIC) on the aggression of the Republic of Armenia against the Republic of Azerbaijan.

In 2012, Committee of Foreign Relations of the Senate of Pakistan, and in 2017, the Foreign Affairs Committee of the National Assembly of Pakistan, adopted resolutions recognizing the Khojaly Genocide and condemning the aggression by Armenia against Azerbaijan.

In 2013, the Senate of Pakistan passed a resolution recognizing the territorial integrity of the Republic of Azerbaijan.

Azerbaijan-Pakistan Inter-parliamentary Working Group and Pakistan-Azerbaijan Inter-parliamentary Friendship Group have been constituted to promote bilateral parliamentary links. In September 2018, Chairman of the Senate of the Islamic Republic of Pakistan, Mr. Muhammad Sadiq Sanjrani, paid a visit to Azerbaijan to attend the Ceremony dedicated to the 100th Anniversary of the Azerbaijani Parliament.

Defense and military-technical cooperation between Azerbaijan and Pakistan is developing successfully. Intensive mutual visits are carried out. In June 2018, Chairman of the Joint Chiefs of Staff Committee Mr. Zubair Mahmood Hayat attended the Military Parade on the 100th Anniversary of the establishment of the Azerbaijani Armed Forces in Baku. In March 2019, the Minister of Defense of the Republic of Azerbaijan Mr. Zakir Hasanov paid an official visit to the Islamic Republic of Pakistan and participated in the Military Parade on the National Day of Pakistan as a guest of honor.

In April 2016, the 6th Meeting of the Azerbaijan-Pakistan Intergovernmental Commission was held in Islamabad. In 2017, the Azerbaijani export mission paid a working visit to Pakistan, the first meetings of the Joint Working Group on Trade Cooperation, and the Joint Working Group on Agriculture between Azerbaijan and Pakistan were held.

In 2018, the Second Meeting of the Joint Working Group on Trade Cooperation between Azerbaijan and Pakistan, as well as Azerbaijan-Pakistan Business Conference and a business meeting was held with the participation of businessmen from both sides and different fields such as industry, agriculture, pharmacy, construction, insurance, tourism, logistics and other fields. In September, 2019 Azerbaijan-Pakistan Business Forum was held in Baku.

Since January 2017, Pakistan has been included in the list of countries that were granted simplified visa procedures - online visa system. As a result, there is an increase in the number of Pakistanis visiting Azerbaijan.

The Heydar Aliyev Foundation plays a special role in the development of humanitarian ties between the two countries. In 2008, the Heydar Aliyev Foundation built a secondary school for girls in the Rara district of Muzaffarabad - a city of Kashmir which was affected by the earthquake. Gifts of the Heydar Aliyev Foundation - computers and printers, sports equipment, textbooks, school bags, toys, some publications of Foundation and other school materials have been regularly presented to the school.

In 2012-2019, the Heydar Aliyev Foundation donated an ambulance car equipped with blood transfusion and small laboratory and blood transfusion packages to Hamza Foundation, provided financial support for the construction of the new block of the Khyber Eye Foundation, established water supply system in Dera Ismail Khan district, and organized free examinations at the Cerebral Palsy Institute of Peshawar. Open heart surgeries at the Kulsum Hospital and vaccination against hepatitis B virus were carried out in Punjab and Khyber Pakhtunkhwa provinces. Financial support was provided for the repair of the Anemia Center, the purchase of equipment, and the construction of the Thalassemia Center. The opening ceremony of the Water Supply Project "January 20 Martyrs' Spring" was held in Punjab province. Humanitarian events were held at the Al-Farabi Center for children with disabilities, “Edhi Homes” and other orphanages.

In April 2019, with the support of the Heydar Aliyev Foundation, Azerbaijan Study Center was established at the National Library of Pakistan.

During Ramadan and Eid al-Adha, the Heydar Aliyev Foundation organizes humanitarian events in Pakistan.

President of the Islamic Republic of Pakistan H.E. Mr. Mamnoon Hussain signed decree awarding the First lady of Azerbaijan, President of the Heydar Aliyev Foundation Mrs. Mehriban Aliyeva the order "Hilal-e-Pakistan". On March 11, 2015, the President of Pakistan presented the order to Mrs. M. Aliyeva during his official visit to Azerbaijan.

The Government of Azerbaijan, Azerbaijan International Development Agency (AIDA) provided humanitarian assistance to Pakistan to lift the consequences of earthquakes and floods, which happened in various years in the country.  In October 2015, an event was held at the Al-Farabi Center for the Disabled, and with the support of AIDA, wheelchairs and special equipment needed for rehabilitation of the disabled were donated to the Al-Farabi Center.
