Bilateral relations

The former Yugoslavia recognized the independence of Azerbaijan on December 31, 1991. Bilateral diplomatic relations between Serbia and Montenegro and the Republic of Azerbaijan were established on August 21, 1997.

The Embassy of the Republic of Serbia in the Republic of Azerbaijan was established on May 26, 2011 and the Embassy of the Republic of Azerbaijan in the Republic of Serbia on June 8, 2011.

Azerbaijan and Serbia have strategic partnership relations covering all areas. On February 7-9, 2013, with the participation of the President of the Republic of Azerbaijan, H.E. Mr. Ilham Aliyev and the President of the Republic of Serbia H.E. Mr. Tomislav Nikolić, “Declaration on friendly relations and strategic partnership between the Republic of Azerbaijan and the Republic of Serbia” was signed, as well as the official opening of the monument to the prominent Serbian scientist, physicist Nikola Tesla was held in Baku.

On May 21-22, 2018, President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev and President of the Republic of Serbia H.E. Mr. Aleksandar Vučić signed the “Joint Action Plan on strategic partnership between the Republic of Azerbaijan and the Republic of Serbia”.

Azerbaijan supports the sovereignty and territorial integrity of Serbia does not recognize the independence of Kosovo and acts in this position on all international platforms.

 

Political consultations

On June 3-4, 2019 the next stage of Azerbaijan-Serbia Political Consultations between Ministers of Foreign Affairs was held in Belgrade at the level of Deputy Ministers.

The delegation of Azerbaijan was headed by Deputy Foreign Minister Mr. Ramiz Hasanov, the delegation of Serbia was headed by Director of the Political Department of the Ministry of Foreign Affairs (Deputy Minister) Mr. Zoran Vujic.

 

 

 High level visits

Heads of State

On June 11-13, 2015, President of the Republic of Serbia H.E. Mr. Tomislav Nikolić paid a visit to Azerbaijan to attend the opening ceremony of the 1st European Games.

On May 21-22, 2018, President of the Republic of Serbia H.E. Mr. Aleksandar Vučić paid an official visit to Azerbaijan.

Prime Ministers

On April 13-15, 2015, Prime Minister of the Republic of Serbia Mr. Aleksandar Vučić paid an official visit to Azerbaijan.

Ministers of Foreign Affairs                

On December 2-4, 2015, Minister of Foreign Affairs of the Republic of Azerbaijan Mr. Elmar Mammadyarov paid a working visit to Serbia to attend the OSCE Summit.

On May 31 – June 1, 2015, Minister of Foreign Affairs of the Republic of Serbia Mr. Ivica Dačić paid a working visit to Azerbaijan as the OSCE Chairperson-in-office.

On April 3-6, 2018, Minister of Foreign Affairs of the Republic of Serbia Mr. Ivica Dačić paid a working visit to Azerbaijan to attend the Non-Aligned Movement Conference held in Baku.

 

Cooperation in the humanitarian sphere

According to the Decree of the President of the Republic of Serbia H.E. Mr. Tomislav Nikolić dated March 26, 2015, President of the Heydar Aliyev Foundation Ms. Mehriban Aliyeva was awarded the high state award of the Republic of Serbia - “Sreten order” for her special services to the Republic of Serbia in the field of public, cultural and humanitarian activity.

On February 22, 2012, President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev received a delegation led by Chairman of the Olympic Committee of Serbia Mr. Vlade Divac. At the meeting, President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev was presented the “True friend of the Balkans” international award of “Ana and Vlade Divac” Foundation for his contribution to the development of multifaceted relations between Azerbaijan and Serbia, as well as the Balkan countries, and for his special services in the rapprochement of the peoples of Azerbaijan and the Balkans.

During the first International Festival of sports, the film “Zlatibor-2012” was presented in Zlatibor, Serbia on August 21-24, 2012. Azerbaijani director Ms. Arzu Urshan's film “The ball sometimes flies, sometimes falls to the ground” was awarded the first prize of the festival.

During the second International Festival of sports the film “Zlatibor–2013” was presented in Zlatibor, Serbia on 29 June – 2 July 2013. Azerbaijani director Mr. Rafig Guliyev's film “Chovgan” was awarded the first prize of the festival.

The film “Azerbaijan: European Attraction of the East” by Azerbaijani director Ms. Mariya Ibrahimova was awarded the Best Tourism Film Award at the International Festival of Tourism and Ecology Film SILAFEST-VI in Veliko Gradishte, Serbia on 1-5 September 2014.

The seventeenth presentation ceremony of the “Karic Brothers” Awards, established by the “Karic Foundation” in Serbia and the Western Balkan region in general, was held on September 30, 2014 at the Serbian National Theatre in Belgrade.

On April 26, 2018, at the direct initiative of the Rector of Azerbaijan University of Languages, Academician Kamal Abdulla, with the joint organization of the Embassy of the Republic of Azerbaijan in Serbia and the Azerbaijan Cultural Center in Belgrade, the official opening ceremony of the “Center for Azerbaijani language and culture” was held at Belgrade University.

On May 22, 2018, during the visit of the President of the Republic of Serbia H.E. Mr. Aleksandar Vučić to Azerbaijan, an official opening ceremony of the Center of Serbian Language and Culture was held at the Azerbaijan University of Languages, and since September the classes on both languages have been started at the relevant universities.

At the 49th International Festival “Smederovo’s Poet Autumn” held in Smederovo, Serbia on October 15-19, 2018, the Azerbaijani poet, Presidential scholar, member of the Union of Azerbaijani Writers Mr. Khagani Habiboglu (Verdiyev) was awarded the “Smederevo Golden Key” Award, and his poems were translated into Serbian by the organizers of the festival, and his book “Görüş” (Meeting) was published in two languages (Azerbaijani and Serbian). The poems of the poet were also included in the poetry almanac, which was published in Serbian.

On February 8, 2019, Embassy of the Republic of Azerbaijan to Serbia received an award of the “appreciation for supporting the territorial integrity and sovereignty of the Republic of Serbia within the framework of international organizations”, as well as for the high-level relations between our countries covering all areas, humanitarian projects implemented by Azerbaijan in Serbia. A special presentation ceremony of the award was conducted at the Serbian Royal Academy with the participation of members of the Academy and scientists.

On February 20, 2019, the Royal Academy adopted a decision on the establishment of Jubilee Medal named after the great Azerbaijani poet Imamaddin Nasimi at the request of the Embassy of the Republic of Azerbaijan to Serbia addressed to the Royal Academy of Serbia. The establishment of a Memorial Medal named after the genius Serbian writer, poet, Nobel laureate Ivo Andrić was also highlighted in the decision.

On June 17-19, 2019, a series of events were held in Belgrade in connection with the implementation of the Order of the President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev on the “Celebration of the 650th Anniversary of the great Azerbaijani poet Imadaddin Nasimi”.

On June 17, within the framework of the program of events, the delegation headed by the Rector of Azerbaijan University of Languages (AUL), academician Mr. Kamal Abdulla met with the Rector of Belgrade University, Professor Ms.Ivanka Popović.

On June 17, members of the Azerbaijani delegation met with the Dean of the Faculty of Philology of Belgrade University, Professor Ms. Ljiljana Markovic. During this meeting, the satisfaction with the activities of both centers was expressed and the necessity of further expansion of cooperation was noted.

On June 18, 2019, President of Serbia H.E. Mr. Aleksandar Vučić received a delegation of Azerbaijani scientists headed by the Rector of Azerbaijan University of Languages (AUL), academician Mr. Kamal Abdullayev. At the meeting, issues of expansion of relations between high schools and scientific institutions of the two countries were touched.

On June 18, 2019, the presentation ceremony of the book consisting of selected poems of the great Azerbaijani poet Nasimi which has been translated into Serbian language was held and it is also worth mentioning that the Nasimi film was demonstrated for the first time  in Serbian language with the subtitles at the initiative of the Embassy of the Republic of Azerbaijan to in Serbia and with the support of the Azerbaijan Cultural Center in Belgrade,.

On June 19, 2019, a scientific symposium on the occasion of the 650th Anniversary of Nasimi was held at the University of Belgrade and was organized by the Royal Academy of Serbia with the participation of many influential scientists, intellectuals and literary critics from Azerbaijan and Serbia. “Nasimi 650 years” Jubilee and “Ivo Andrić” medals have been established by the decision of the Royal Academy of Serbia on February 20, 2019 and were presented at the symposium.

 

Treaty and legal basis

 34 documents have been signed between the two countries.

 

Economic cooperation

On July 24, 2018, an event dedicated to the construction of a circular road passing around Belgrade was held with the participation of China's “Power Construction Corporation of China” as a contractor and Azerbaijan's AzVirt as a subcontractor.

20.4 km. long project envisaging the construction of the highway, three bridges on it and the reconstruction of two tunnels, is planned to be completed in July 2021. The project is expected to cost 207 million euros, and 85% of its funding will be provided by Exim Bank of China and 15% by Serbia's State budget.

On December 7, 2018 during the 5th meeting of the Intergovernmental Commission on Trade and Economic Cooperation between the Republic of Azerbaijan and the Republic of Serbia, the relevant protocol was signed.

As the result of obtained consent during the 5th meeting of the Intergovernmental Commission on Trade and Economic Cooperation between the Republic of Azerbaijan and the Republic of Serbia held in Belgrade on 7 December, 2018 between the Minister of Economy of Azerbaijan, Mr. Shahin Mustafayev, and the Co-chair of the Commission from Serbia, Deputy Prime Minister of the Republic, Minister of Tourism and Telecommunication of Serbia Mr. Rasim Ljajić on 23-25 December, 2018 with the purpose of investigating of cooperation opportunities in the field of tourism a delegation of Serbia led by Mr. R.Ljajić and headed by the heads of special rehabilitation centers paid a visit to our country.

At the 5th meeting of the Southern Gas Corridor Advisory Council held in Baku on February 20, 2019 Serbia was represented both by the Ministry of Mining and Energy  and high-ranking officials of the “SrbijaGas” state company. Thus, the State Secretary of the Ministry of Mining and Energy of Serbia Ms. Mirjana Filipović and the Director of the “SrbijaGas” state company Mr. Milan Zdravković attended the event.

On May 17, 2019 the II Baku International Conference on Food Security was held. The conference was organized by the Food Safety Agency of the Republic of Azerbaijan (AQTA) within the framework of the XXV Azerbaijan International Food Industry Exhibition, “World Food Azerbaijan 2019”. State Secretary of the Ministry of Agriculture, Forestry and Water Resources of the Republic of Serbia Mr. Senad Mahmutovic attended the event.
